New Establishment and Revision of the Japanese Industrial Standards(JIS)(February 2018) Establishment and revision of the JIS, including those for accessible design involving spoken instructions for consumer products

The Japanese Industrial Standards(JIS)is a collection of national standards stipulating the criteria for products to be sold in Japan, including their types/scales, quality/performance and safety. The Ministry of Economy, Trade and Industry(METI)has been revising and newly establishing such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards which are especially important for the economy and for the public once a month in a press release.

1. Outline of the new establishment and revision of standards

In February 2018, METI newly established 25 standards and revised 76 existing standards(see Appendix 1). In particular, METI believes that the following establishment of new standards is especially important.

Establishment of the JIS for accessible design involving spoken instructions for consumer products

Increasingly, everyday-life equipment, such as home appliances and information communication devices, are equipped with a spoken instruction function. This function is particularly essential for users who are visually challenged in accessing information that is otherwise only displayed visually on the devices or in operating such products.

Concerning such spoken instructions informing users on the operation of consumer products and the current situation thereof, METI established a new JIS, designated as JIS S0015(accessible design, spoken instructions for consumer products)stipulating requests that manufacturers should consider, including frequency, volume and speed of speech so that users are able to hear, and appropriate phrases so that users are easily able to understand instructions. This standard is expected to contribute to improving the convenience and safety of products for users. Based on the new standards, Japan will lead and advance international standardization activities in this field to establish new international standards(see Appendix 2).

2. Outline of the JIS

Stipulated under the Industrial Standardization Act, the JIS are a collection of national standards certified by the government of Japan, aiming at the improvement of mineral or industrial products in terms of quality, performance and safety, as well as at increasing and enhancing production efficiency and other areas.

The JIS stipulate a variety of product criteria, including types/scales, quality/performance, safety, testing methods for assessing these criteria, and other standard criteria that products should meet. These standards are utilized to ensure product reliability in quality for manufacturers, users and consumers.

METI establishes new standards or revises existing ones for the JIS in response to technological advancements, safety requirements and other societal changes as necessary.

METI has been conducting such establishment and revision through the examination of proposals by the Japanese Industrial Standards Committee(JISC). METI hereby announces the results of the new establishments and revisions of the JIS in February 2018.
