Agency for Natural Resources and Energy Air Environment-Friendly SS Certification System Established

Aiming to reduce the emissions of fuel evaporative gas, one of the causes of photochemical oxidants and PM2.5 substances that are air-pollution substances, the Ministry of the Environment (MOE) and the Agency for Natural Resources and Energy (ANRE) decided to establish a new system called the "Air Environment-Friendly SS Certification System." Under this system, gas stations (or service stations: SS), which are equipped with petroleum-fueling facilities with devices that collect fuel evaporative gas generated in fueling automobiles, will be certified as an Air Environment-Friendly SS and the government of Japan will broadly publicize such certified gas stations. Through this effort, MOE and ANRE aim to promote popularization of this system and conserve the air environment.

1. Purpose of establishing a new system

Fuel evaporative gas generated in fueling automobiles releases photochemical oxidants and PM2.5 substances that are air-pollution substances. Aiming at reduce the release of such gas, under the new system, the Secretariat of the Promotion of the Air Environment-Friendly SS Certification System under MOE and ANRE will certify gas stations equipped with petroleum-fueling facilities with devices that collect fuel evaporative gas generated in fueling automobiles as an Air Environment-Friendly SS and broadly publicize such certified gas stations. Through this effort, MOE and ANRE aim to promote popularization of this system and conserve the air environment.

2. Outline of the system

(1) Official name and common name of the system

Official name: Air Environment-Friendly SS System
Common name: e→AS (pronunciation: e-as)

(2) Targets of the certification

Gas stations which are confirmed by the MOE and ANRE to be equipped with petroleum-fueling facilities that have the ability to collect fuel evaporative gas, will be entitled to be certified under this system. This system also covers gas stations that have already been equipped with such facilities before the enforcement of this system.

(3) Criteria of the certification

The secretariat will examine and certify candidate gas stations using the 4-scale criteria (S, A, B, C) according to the rates of successful collection of fuel evaporation gas across the stations. The rates of the criteria will be publicized at a later date.

(4) Issuance of the certification and logo

The secretariat will issue a certification and label of the logo representing the Air Environment-Friendly SS to certified gas stations.

(5) Publication of the certified gas stations

MOE and ANRE will publicize the names, addresses and certified rankings of certified gas stations as Air Environment-Friendly SS on their official websites.

Around June 2018: Formulation of certification guidelines, criteria and other rules
Around the summer of 2018: Opening a reception counter for applications for the certification
