New Establishment and Revision of the Japanese Industrial Standards (JIS) (March 2018) Establishment and revision of the JIS, including standards for micro O-rings, systems and software for efficient document management, residential heat pump water heaters, and child-resistance functions of tobacco lighters and utility lighters

The Japanese Industrial Standards (JIS) is a collection of national standards stipulating the criteria for products to be sold in Japan, including their types/scales, quality/performance and safety. The Ministry of Economy, Trade and Industry (METI) both newly establishes and revises such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards which are especially important for the economy and for the public once a month in a press release.

1. Outline of the new establishment and revision of standards

In March 2018, METI newly established 25 standards and revised 69 standards (see Appendix 1). In particular, METI believes that the following establishment of new standards and revision of the existing ones are especially important.

(1) Establishment of a JIS for micro O-rings

figure1O-rings* are parts conventionally used to control hydraulic and air pressure. Recently, micro O-rings have been used in a broad range of devices, such as precision and electronic equipment. However, regardless of this trend, specifications of these rings vary among companies with no harmonization, and this appears to be a bottleneck for companies in cultivating new markets. To overcome this challenge and promote the popularization of these products, METI newly established JIS B2420-1 for micro O-rings based on the applications filed under the Standards Development Program to Create New Markets.

*Note: O-rings are ring-shaped gaskets with a circular cross section that are applied to enhance the air-tightness of devices.

 

(2) Establishment of a JIS for efficient management of documents such as directions for products and services

Companies usually create and manage a large number of documents involving everyday-life products and services not only targeting consumers but also targeting their staff in a variety of processes between development and maintenance. Against this backdrop, METI considers it important to stipulate requirements for companies in using component content management systems for efficiently preparing and maintaining these large numbers of documents, and it established a new JIS for that purpose. This establishment is expected to enhance user experience for both customers and staff.

(3) Revision of the JIS for residential heat pump water heaters

figure1METI revised the existing JIS definitions of functions and structures of residential heat pump water heaters.** This revised JIS stipulates new assessment methods for the performance of products with new functions which were not covered by the existing standard, and thereby it is expected to contribute to the promotion of further energy conservation.

**Note: Residential heat pump water heaters are water heaters that use external heat to boil water.

 

(4) Revision of the JIS for child-resistance functions of tobacco lighters and utility lighters

figure1The existing JIS S4803 (Lighters and utility lighters - Safety specifications for child-resistance by high operating force stipulates child-resistance functions) stipulates devices that make it difficult for children to ignite tobacco lighters and utility lighters. METI revised this JIS by newly introducing mechanical test methods for double action-type lighters which don’t require as much physical strength. This revision is expected to contribute to securing safety for children as well as user-friendless for people with weaker hands. In addition, introducing methods with high reproducibility and providing clear definitions of lighter categories that apply to practical use is expected to contribute to further safety of lighters in Japan.

2. Outline of the JIS

Stipulated under the Industrial Standardization Act, the JIS are a collection of national standards certified by the government of Japan, aiming at the improvement of mineral or industrial products in terms of quality, performance and safety, as well as at increasing and enhancing production efficiency and other areas.

The JIS stipulate a variety of product criteria, including types/scales, quality/performance, safety, testing methods for assessing these criteria, and other standard criteria that products should meet. These standards are utilized to ensure product reliability in quality for manufacturers, users and consumers.

METI establishes new standards or revises the existing ones for the JIS in response to technological advancements, safety requirements and other societal changes as necessary.

METI has been conducting these new establishments and revisions based on the examination of proposals by the Japanese Industrial Standards Committee (JISC). METI hereby announces the results of the new establishments and revisions of the JIS in March 2018.
