Study Group for Introduction of ICT into the Field of Nursery Schools and Harmonization of Municipal Procedures, etc. Compiles its Report

In cooperation with the Cabinet Office, the Ministry of Internal Affairs and Communications, the Ministry of Education, Culture, Sports, Science and Technology and the Ministry of Health, Labour and Welfare, the Ministry of Economy, Trade and Industry (METI) established a Study Group for Introduction of ICT into Nursery Schools and Harmonization of Municipal Procedures, etc. Since then, the study group held its meetings and discussed a variety of issues, including ascertaining the current situation of the introduction of ICT into the field of nursery schools and determining relevant issues to be solved, ascertaining the current situation of administrative affairs involving giving benefits from municipalities to nursery schools and determining relevant issues to be solved, and measures for solving problems in the harmonization of related municipal procedures. METI hereby announces that the study group compiled the discussion results into a report. METI will strive to hold further discussions and disseminate related systems so as to introduce ICT into the field of nursery schools.

1. Outline of the study group

In June 2017, the government of Japan released the Plan for Raising Children with Peace of Mind. The plan upholds supporting measures to reduce work burdens from nursery school teachers, and to this end, the plan states that Japan should conduct research as a basis for discussing measures to improve the field of nursery schools, including standard specifications of related systems for introducing ICT into the field and harmonization of related municipal procedures.

In light of this, METI established a Study Group for Introduction of ICT into the Field of Nursery Schools and Harmonization of Municipal Procedures, etc. and the study group held its meetings in parallel with a pilot demonstration project operated by the New Energy and Industrial Technology Development Organization (NEDO), titled “Study of Databases and Platforms Using IoT Technologies in Nursery School Businesses.” At its meetings, the study group held discussions on a variety of issues, including ascertaining the current situation of the introduction of ICT into the field of nursery schools and determining relevant issues to be solved, ascertaining the current situation of administrative affairs involving paying benefits from municipalities to nursery schools and determining relevant issues to be solved, and measures for solving problems in harmonization of related municipal procedures.

2. Outline of the report

The report mentions the current situation of the demonstration project and the details of the discussions and, based on this, focuses on efforts for introducing ICT into the field of nursery schools and for harmonization of related municipal procedures and shows the current situation of and challenges in these efforts and future directions thereof, respectively.
