METI to Hold Second Meeting of the Sub-working Group for Buildings Notification of meeting under the Study Group for Industrial Cybersecurity

On April 16 (Mon.), 2018, the Ministry of Economy, Trade and Industry (METI) will hold the second meeting of the Sub-working Group for Buildings under Working Group 1 (Systems, Technologies and Standardization) of the Study Group for Industrial Cybersecurity to discuss policies for developing guidelines for cybersecurity measures for systems for buildings.

1. Background and other information

METI established the Study Group for Industrial Cybersecurity in December 2017 to identify cybersecurity issues facing Japanese industry and to promote related policy activities toward addressing these issues. In addition, on February 7, 2018, METI established Working Group 1 (WG1) (Systems, Technologies and Standardization) under the study group and started a series of discussions concerning a system titled “Cyber-physical Security Measures Framework” to achieve cybersecurity in overall supply chains in a society under the Society 5.0 policy.

On March 29, 2018, WG 1 released a draft proposal titled “Cyber-physical Security Measures Framework” as a general framework that is applicable across industries. In FY2018, it will hold discussions concerning the specific details of the standard model, disseminate the model to the related industrial fields, and advance discussions on field-based cybersecurity policies.

Prior to this effort, METI established a Sub-working Group for Buildings, bringing together stakeholders in the field of buildings involving a number of control devices (e.g., elevators and air conditioners) and on February 28, 2018, the sub-working group held its first meeting and started a series of discussions concerning guidelines for cybersecurity measures for systems for buildings.

The sub-working group will identify the potential risks of cyber-attacks targeting buildings, share information on the current state of the efforts on cybersecurity measures against such attacks both inside and outside Japan, organize specific related measures required to protect buildings, and compile guidelines that stakeholders are able to utilize in taking such measures.

At the second meeting, the sub-working group will organize experts’ opinions from the first meeting and hold discussions on policies for development of the guidelines.

2. Meeting schedule

The second meeting of the sub-working group will be held on April 16 (Mon.), 2018. The meeting will not be open to the public in order to ensure an opportunity for members to exchange their opinions in a frank and free manner. However, a summary of the minutes will be made public, in principle.
