Japan and China Conclude Memorandum on Business Cooperation in Third Countries

Mr. Hiroshige Seko, Minister of Economy, Trade and Industry, jointly with Mr. Taro Kono, Minister for Foreign Affairs, signed the Memorandum on Business Cooperation in Third Countries between Japan and China with Mr. He Lifeng, Chairman of the National Development and Reform Commission, and Mr. Zhong Shan, Minister of Commerce, of the People's Republic of China.

1. Conclusion of the Memorandum

Based on the view affirmed at the Japan-China Summit Meetings held in November 2017 and on May 9, 2018, METI Minister Seko and Foreign Minister Kono shared the following view with the Chinese side and signed the Memorandum on Business Cooperation in Third Countries between Japan and China with Mr. He Lifeng, Chairman of the National Development and Reform Commission, and Mr. Zhong Shan, Minister of Commerce.

2. Details of the Memorandum

  1. Both sides shared the view that there are strong complementarities in Japan-China economic relations that companies in both countries have their respective strengths, and that promoting business activities between companies as well as developing their business activities in third countries is beneficial for expanding bilateral economic cooperation and would also bring benefits for third countries.
  2. With regard to economic cooperation in third countries between Japan and China, both sides decided to establish the Committee for the Promotion of Japan-China Business Cooperation in Third Countries under the framework of the Japan-China High-Level Economic Dialogue and hold inter-agency discussions across governments with participation from various companies.
  3. Both sides decided to establish and hold the Japan-China Forum on Third Country Business Cooperation, to be attended by a wide range of companies and relevant ministers. The forum aims for the further promotion of exchanges between companies of Japan and China, as well as to developing projects involving private-sector economic cooperation in third countries.
  4. Both sides shared the view that they would consider successively potential markets and industries for Japanese and Chinese companies to cooperate, and that they would hold discussions towards the formulation of possible specific projects, under these frameworks.
