The Rising Triple Helix: University Factbook for Promoting Matching of Industry-Academia-Government Collaboration Activities

The Ministry of Economy, Trade and Industry (METI) has been engaging in efforts for making university initiatives involving industry-academia-government collaboration activities visible to companies. As part of these efforts, METI, KEIDANREN, and the Ministry of Education, Culture, Sports, Science and Technology (MEXT) jointly released a report titled “University Factbook for Promoting Matching of Industry-Academia-Government Collaboration Activities.” METI expects that companies’ utilization of the factbook will further promote business matching between universities and companies and will contribute to the realization of full-fledged industry-academia-government collaboration activities.

Purpose and background

Aiming to advance full-fledged industry-academia-government collaboration activities through institutional cooperation, in July 2016, METI and MEXT jointly established a Council of Industry-Academia-Government Dialogues for the Promotion of Innovation of stakeholders of industrial players and universities. Following this, at the end of November 2016, they compiled a Guideline for Enhancing Industry-Academia-Government Collaboration Activities to describe prescriptions to overcome challenges that universities are facing and specific actions to carry out such prescriptions. Against this backdrop, in April 2017, METI, the KEIDANREN and MEXT released a pilot version of the factbook, a compilation of achievements by universities engaging in industry-academia-government collaboration activities.

METI hereby announces that it has decided to improve the details of the factbook and issue an official version as a compilation of information on 327 universities, i.e., 82 national universities, 57 public universities and 188 private universities. This publication contains information on universities, making them more visible than in the pilot version, and this is expected to contribute to further advancing industry-academia business matching.

Moreover, METI prepared an annex containing results of additional analyses that show ranked information of the factbook and an Excel-format summary table showing aggregated data of the factbook. This appendix also describes ranked information on specific items that are not contained in the appendix to the main text of the factbook. Please check these analysis results and the table as well as the main text.

Information contained in the factbook includes the following items.

  • Information on contact counters for industry-academia collaboration activities, etc. (offices and personnel responsible for such activities, telephone numbers, email addresses, URL for websites for industry-academia-government collaboration activities and URL for the seeds databases);
  • Policies for efforts involving industry-academia-government collaboration activities and efforts on which stakeholders wish to place emphasis;
  • Information on functions of the headquarters for industry-academia collaboration activities (current progress in efforts for improving a variety of rules and procedures, distribution of duties involving such activities, current situation of research administrators and coordinators committed to duties involving such activities, and the number of personnel responsible for such activities);
  • Achievements derived from collaboration activities and commissioned projects;
  • Number of filed patent applications and achievements derived from utilization of patented technologies;
  • Efforts for full-fledged collaboration activities (average negotiation periods of time and cross-sectoral collaboration activities);
  • Fields in which universities have strong points and specific examples thereof;
  • Current situation concerning management of funds, assets and IP-related matter (subsidiaries as operation expenditures, share of back-office expenditures and management of compensation for non-enforcement indemnification of patented technologies);
  • Number of university-oriented venture businesses, support systems; and
  • Current situation of cross appointments
