Release of Annual Report on the Office of Intellectual Property Protection (2018)

The Ministry of Economy, Trade and Industry (METI) and related ministries (the Cabinet Office; National Police Agency; Consumer Affairs Agency; Ministry of Internal Affairs and Communications; Ministry of Justice; Ministry of Foreign Affairs; Ministry of Finance; Ministry of Education, Culture, Sports, Science and Technology; and Ministry of Agriculture, Forestry and Fisheries) published an Annual Report on the Office of Intellectual Property Protection, which summarizes measures that the government has taken to combat counterfeit and pirated goods in the past year.

1. Summary of the report

The Annual Report on the Office of Intellectual Property Protection summarizes the activities of the consultation service that the Office of Intellectual Property Protection runs on behalf of the government pursuant to the Intellectual Property Strategic Program (adopted by the Intellectual Property Strategy Headquarters) in order to provide relevant information primarily for Japanese industries.

Since 2006, the annual report by METI, which operates the Office of Intellectual Property Protection in cooperation with related ministries (the Cabinet Office; National Police Agency; Consumer Affairs Agency; Ministry of Internal Affairs and Communications; Ministry of Justice; Ministry of Foreign Affairs; Ministry of Finance; Ministry of Education, Culture, Sports, Science and Technology; and Ministry of Agriculture, Forestry and Fisheries). The 2018 report is the 13th such report.

The 2018 report highlights several points, including the following facts: [i] the number of consultation cases in 2018 marked a record high, [ii] the number of consultations and cases where information was provided on internet transactions remains high, [iii] among cases of counterfeit goods for which the countries of manufacture were identified, those relating to China were the largest in number, and [iv] trademark infringement cases accounted for a large percentage of total infringements.

2. Structure of the report

The report contains two sections:  the Report on the Office of Intellectual Property Protection; and the Appendix, which describes the Current Situations of Counterfeit and Pirated Goods.
