JPO Starts Design-Driven Management

JPO establishes "Chief Design Officer" and a project team for Design-Driven Management

On August 9, 2018, the Japan Patent Office (JPO) assigned a new position titled “Chief Design Officer” (hereinafter referred to as the “CDO”) and a new team titled “Design-Driven Management Project Team” under the supervision of the CDO aiming to improve JPO services. Through these actions, the JPO will renovate its services from a user perspective, to improve friendliness to a wide variety of users, and to support enhancement of effective use of intellectual property as a source of competitiveness in global markets.

1. Outline of Design-Driven Management

Design-Driven Management is a management approach whereby an organization leverages design as a primary driver of competitiveness through greater brand power and innovation capability. Essentially, under Design-Driven Management, an organization will consider their customers and service users at the core, and through this approach, it will discover underlying challenges and derive feasible as well as innovative solutions free from conventional, stereotypical ideas based on flexibly-repeated trials and improvements of new ideas.

2. Introduction of Design-Driven Management into government services

Design-Driven Management is being adopted by some startups and new internal projects in companies. In some countries, government organizations have embarked on adopting Design-Driven Management in order to improve their services. In light of these situations, the JPO decided to adopt Design-Driven Management to significantly improve its services from a user perspective.

3. JPO’s actions

(1) Establishment of the CDO

The JPO has recently established the “CDO,” a new position to supervise the JPO’s Design-Driven Management, including internal policy planning by using of design, improving the quality of services and implementing policies for enhancing effective use of intellectual property. Through this action, the JPO will improve services consistently and sustainably.

(2) Establishment of the Design-Driven Management Project Team

The JPO has just established the Design-Driven Management Project Team under the supervision of the CDO in order to plan and implement policies with using design. The team will adopt Design-Driven Management through planning measures for improving communications between users and the JPO, etc. Moreover, the team will encourage the JPO staff to disseminate the Design-Driven Management by providing such staff with training courses.

(3) Next step

As a first step to start the Design-Driven Management, the JPO will make use of design in order to improve public relations and to gather needs of users who have never used intellectual property rights. Through these efforts, the JPO will renovate its services from a user perspective, to improve friendliness to a wide variety of users, and to support enhancement of effective use of intellectual property as a source of competitiveness in global markets.
