Announcement of Figures for FY2015 Greenhouse Gas Emissions Calculated Under the GHG Emissions Accounting, Reporting, and Disclosure System

The Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) hereby announce that they have compiled and released a report on the FY2015 greenhouse gas emission figures reported by business operators under the Greenhouse Gas (GHG) Emissions Accounting, Reporting, and Disclosure System, in accordance with the Act on Promotion of Global Warming Countermeasures (Act No. 117 of 1998).

A total of 12,432 business operators (14,930 establishments) in the specified establishment emitter category and 1,353 business operators in the specified transportation emitter category filed reports on their emissions. The total volume of GHG emissions reported by specified emitters was 694.60 million tons of CO2 (tCO2).

1. Background

Pursuant to the Act on Promotion of Global Warming Countermeasures, the GHG Emissions Accounting, Reporting, and Disclosure System obliges entities that emit a significant amount of greenhouse gases (specified emitters) to calculate their GHG emissions and report the figures to the government, which then calculates and publishes a summary of the totals.*

The objectives of the system are to (a) lay the foundations for voluntary initiatives by making GHG emitters aware of their actual emissions by calculating those emissions for themselves, and (b) make emissions data more visible, thereby encouraging and motivating all business operators and members of the public to take voluntary action.

METI and MOE compiled a report featuring a summary of the FY2015 GHG emissions figures reported by specified emitters.

2. Summary of the figures

The following shows the number of business operators and establishments that filed reports and the total volume of emissions reported. The total volume of emissions reported was 694.60 million tCO2.

Notes:

*1 Specified establishment emitters: Operators which have a total annual energy consumption of 1,500 kiloliters or more of crude oil equivalent across all establishments and satisfy requirements (i) and (ii) below:

  1. Operators that conduct business activities subject to the calculation of GHG emissions, with each establishment emitting 3,000 tCO2 equivalent or more of any type of GHG
  2. Operators that regularly employ 21 or more staff members in total across all establishments

*2: Emissions after adjustment: Total volume of GHGs emitted by operators in their business activities after adjustment by compensating for or nullifying emissions with Kyoto Mechanism carbon credits or deducting emissions associated with the use of waste materials as raw fuels

*3: Specified transportation emitters: Specified emitters that report their emissions in the transportation sector, including specified freight carriers, specified consignors, specified passenger carriers, and specified air carriers under the Act on the Rational Use of Energy

Note: The total volume of CO2 emissions from energy resources associated with the use of electricity supplied by third parties is calculated by multiplying the total amount of electricity used in FY2015 by the FY2014 CO2 emission coefficient.

3. Publication and request for disclosure

Specified emitters file their emissions reports with the minister having jurisdiction over the business in question, who then notifies the Minister of Economy, Trade and Industry and the Minister of the Environment of these figures. METI and MOE collate this data and publish the results along with relevant information about specified emitters in general, as detailed below.

  1. Total emissions from specified emitters by operator and by industry
  2. Total emissions from specified establishments by industry and by prefecture
  3. Emissions after adjustment for specified establishment emitters by industry

The Minister of Economy, Trade and Industry, the Minister of the Environment, and the minister having jurisdiction over the business in question will disclose the following information upon request.

(2) Specified transportation emitters

Concerning all reports submitted by businesses, METI and MOE will accept a request for disclosure from 16:00, August 31, 2018. Moreover, the relevant ministries and agencies will accept a request for disclosure of information on reports submitted by establishments in the industries of which the ministries have jurisdiction.
