Announcement of calculated results of FY 2007 greenhouse gas emissions based on the GHGs Removals and Emissions Estimation Database Network System under the Law Concerning the Promotion of Measures to Cope with Global Warming
The Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment summarized the FY 2007 greenhouse gas emissions reported from business operators according to the GHGs Removals and Emissions Estimation Database Network System under the Law Concerning the Promotion of Measures to Cope with Global Warming, and compiled a report.
The number of business establishments/operators that had reported the amount of emissions was 14,840 establishments (7,813 operators) in the specified establishment emitter category and 1,447 operators in the specified transportation emitter category. The total amount of greenhouse gas emissions reported by specified emitters was 650.41 million tCO2, which is equivalent to about 50% of FY 2007 emissions in Japan (preliminary figure: approximately 1,371 million tCO2).
1. Background
Pursuant to the Law Concerning the Promotion of Measures to Cope with Global Warming, the GHGs Removals and Emissions Estimation Database Network System obliges establishments/operators that emit significant amounts of greenhouse gas (“specified emitters”) to calculate their greenhouse gas emissions and report the results to the government, which should subsequently aggregate the reported data and announce a summary. The objectives of the system are to (i) make greenhouse gas emitters aware of their actual emissions through the calculation of the emission amount by themselves and prompt them to establish foundations for voluntary actions and (ii) visualize emission data and thereby encourage and motivate people and business operators throughout Japan to take voluntary actions.
METI and the Ministry of the Environment summarized the FY 2007 greenhouse gas emissions reported from specified emitters and compiled a report for the second time after the launch of the system.
2. Brief summary of the results
The number of business establishments/operators that had submitted reports and the totals of the emissions reported are shown below (the figures in square brackets denote FY 2006 greenhouse gas emission results). The total amount of emissions reported by specified emitters was 650.41 million tCO2, which is equivalent to about 50% of FY 2007 emissions in Japan (preliminary figure: approximately 1,371 million tCO2).

3. Announced data and request for information
The Minister of Economy, Trade and Industry and the Ministry of the Environment gather data from the competent ministers, who receive emissions reports from specified emitters within their jurisdiction, and compile data (i) by operator, (ii) by industry and (iii) by prefecture, which will be announced along with overall information on specified emitters.
Upon request, the Minister of Economy, Trade and Industry, the Ministry of the Environment and the competent ministers disclose (i) information on a specified emitter (either operator or establishment), (ii) amounts of emissions from a specific establishment, by type of greenhouse gas, and (iii) information pertinent to a specific establishment.
Starting at 15:00 on April 3, METI and the Ministry of the Environment will accept requests for information on reports of all establishments. Likewise, competent ministries will accept requests for information on reports of establishments in industries within their jurisdiction.
