Partial Revision of the Export Trade Control Order
In the interest of preventing the proliferation of weapons of mass destruction and the accumulation of conventional weapons, articles to be regulated under the International Export Control Conference, in which Japan and many key countries participate, are included in the list.
In light of this international consensus list, the targeted items will be deemed restricted items by their inclusion in Article 48 (1) of the Cabinet Order (the Export Trade Control Order. Hereinafter referred to as the “Export Order”), and be deemed items against which security shall be provided under the national law. In light of the International Export Control Conference, the purpose of this Cabinet Order is to newly designate technologies and items for which authorization from the Minister of Economy, Trade and Industry is mandatory if they are to be exported or provided.

In light of the consensus reached in the International Export Control Conference at the end of 2009, the purpose of this Cabinet Order is to newly designate items for which authorization from the Minister of Economy, Trade and Industry is mandatory if they are to be exported or provided. 1. Overview of revision: Additions of newly regulated items under the international consensus list (the turboprop engine (clause 4 (3)), potential materials for semiconductor substrates (clause 7 (22)), and devices for the removal of simple explosive devices (clause 14 (10)) to the Appended Table 1 of the Export Trade Control Order
