The Ministry of Economy, Trade and Industry (METI) accepted public opinions on e-government programs from October 14 to November 14. To coincide with this, METI conducted a field trial to examine the possibility of an online opinion gathering system by setting up the "e-METI Idea Box" (hereinafter the "Idea Box") at http://www.open-meti.go.jp. This was a website where anybody could visit to exchange information and opinions with other visitors.
1. METI set up the Idea Box at http://www.open-meti.go.jp and solicited ideas on e-government for one month (from October 14 to November 14) with the aim of experimenting with the possibility of an online opinion gathering system.
2. The total page views and the numbers of registered users, the ideas posted, the comments submitted, and the votes cast during this period are as follows:

3. METI will announce actions taken in response to any of the posted ideas and an analysis of this trial at the e-METI Idea Box follow-up website at http://www.meti.go.jp/policy/it_policy/e-meti/ideabox.html (available in Japanese).
4. The top 20 ideas in the number of votes in favor are described in Appendix 1.
