The eco-point system for housing will be implemented as follows.
1. The “Emergency Economic Countermeasures for Future Growth and Security,” approved by the Cabinet on December 8, 2009, stipulated the establishment of a system to give housing eco-points to those who build or renovate eco-friendly houses (eco-point system for housing).
2. The Eligibility for housing eco-points for newly built houses is for houses for which building starts no earlier than the date of the Cabinet approval of the economic countermeasures (December 8, 2009) and which are completed and delivered no earlier than the date of passage of the supplementary budget.
3. When people newly build eligible houses or renovate their houses, they are given a certain amount of “eco-points”. Then, they can exchange their points for various goods.
4. The details of the system, including how points will be given and redeemed, will be announced as soon as decided.
Houses that are in principle completed and delivered no earlier than the date of passage of the supplementary budget are eligible.
(However, for newly built eco-friendly houses, eligibility is limited to only those whose building starts to construct no earlier than December 8, 2009.)
(i) Eco-friendly house renovation
- Improving thermal insulation of windows (installation of inner windows [double-sash windows], replacement of panes [double-paned windows])
- Installing exterior-walls, ceiling or floor heat insulation
*Additional points will be given if barrier-free renovation takes place along with the above renovation.
(ii) New eco-friendly house construction
- Houses meeting the Top Runner standards (energy-saving standards and something extra [e.g., high-efficiency water heater]) under the Law Concerning the Rational Use of Energy
- Wooden houses meeting energy saving standards
