The Ministry of Economy, Trade and Industry (METI)'s draft budget for FY 2010 was compiled with particular emphasis on

METI's FY 2010 budget was compiled incorporating the results of the Government Revitalization Unit's screening of budget requests as much as possible.

METI extensively examined funds established by independent administrative institutions and public service corporations (including those not subjected to the screening by the Government Revitalization Unit) in terms of the possibility of returning to the national treasury.
As a result, METI estimated that approximately 72 billion yen could be returned to the national treasury in FY 2010 (although, with regard to independent administrative institutions, legislation to permit such return of funds to the national treasury is needed).
Approximately 55 billion yen will be returned in total to the national treasury by 12 METI-affiliated corporations from their 16 funds (including funds reserved as security deposits, caution money, etc.).
In addition to the above, funds managed by independent administrative institutions in the form of investment in national bonds and the like will also be returned to the national treasury after subtracting the amount needed for the time being. At present, about 17 billion yen is estimated to be returnable in FY 2010.
As a new attempt to compile and implement the budget in consideration of the opinions of citizens, METI solicited public opinions on its projects subjected to the Government Revitalization Unit’s screening process, from November 20, 2009, at its official website.
As a result, 1,226 opinions were submitted by December 23. These opinions were used for reference during the compilation of the FY 2010 budget. (Appendix 3 for the number and other details of opinions for each project) (PDF : 5KB / available in Japanese)

METI plans to solicit public opinions in the same manner at milestones in its budget compilation and implementation processes.
