Improvement of the Program to Promote the Spread of Green Home Appliances by Utilizing Eco-Points
(Outline of the 2010 Eco-Point Program for Green Home Appliances)

The Program to Promote the Spread of Green Home Appliances by Utilizing Eco-Points, which has been implemented by the government since May 15, 2009, will be partially improved as a result of the passage of the FY 2009 second supplementary budget. The revised program will be launched anew on April 1, 2010.

1. Extension of the eco-point system for home appliances

Under the current system, eco-points are given to those who purchase eligible home appliances before March 31 2010. However, as a result of the passage of the FY 2009 second supplementary budget, the government is making three major improvements to the system (as explained in section 2 below) and extending the due date of purchase to December 31, 2010.

*1 There will be a change in the eligible types of televisions for terrestrial digital broadcasting from April 1, 2010 (see 2.(2) below)
*2 The date of purchase for corporations will be the date of delivery of the purchased eligible products.
*3 The due date for application to register eco-points for home appliances (hereinafter "HA eco-points") will be extended to February 28, 2011 (both paper and online applications must be postmarked/dated no later than this date). Although this due date also applies to purchases before March 31, 2010, those who have already purchased eligible home appliances are recommended to apply as early as possible because a rush of applications is expected when the due date approaches. (The due date of application for the exchange of registered HA eco-points with products will remain unchanged, March 31, 2012.)

For reference : Purchase and application due dates at a glance

- Due date of purchase of eligible home appliances: Friday, December 31, 2010
  *For corporations, the purchased product must be delivered by December 31, 2010.
- Due date of application to register HA eco-points: Monday, February 28, 2011 (postmarked by this date)
- Due date of exchange of eco-points for products: Saturday, March 31, 2012

2. Three major improvements to the eco-point system for home appliances

(1) Improvement of the application procedure

(a) Introduction and implementation of a program called the "Gold Support Stores for 2010 Green Home Appliance Eco-Point Application"
There has been a program to register as "Support Stores" home appliance stores that give advice, and respond to questions, about HA eco-points and distribute application forms to consumers. Under a new program, Support Stores that offer services to fill out application forms for customers will be registered as "Gold Support Stores." If requested by customers who have purchased eligible products from them, Gold Support Stores will complete application forms for these customers from April 1, 2010.
* Whether to meet such requests by consumers who have purchased eligible products somewhere else is up to each Gold Support Store.

(b) Simpler application form for HA eco-points
A simpler application form will be used from April 2010. This new form will not require the entry of the model number and the serial number, which are needed in the current form, and will more clearly indicate where to affix the original receipt and a copy of the manufacturer’s warranty.
*1 Even those who have purchased eligible products before March 31, 2010, may apply with the new form.
*2 Online applications will require the entry of the model number.
*3 New application forms will be available mainly at Support Stores.

(c) Establishment of an application form for in-store redemptions
Those who have purchased eligible products at a Support Store may exchange their HA eco-points for specific services and products available at the store (e.g. terrestrial digital TV antenna installation, LED bulbs) before applying for eco-point registration. Such consumers have to fill out an application form under the current system, but from April 1, 2010, Support Stores will have to affix an in-store redemption application to their applications for HA eco-points. This will allow consumers to use their eco-points at the store of purchase more easily, with no application problems.

(d) Access to the examination status of applications
Applicants will be able to view the examination status of their applications on the Internet, once they are received by the secretariat.

(2) Stricter energy efficiency criteria for eligibility of products

The eco-point system for home appliances will continue to apply to products carrying four stars in their unified energy saving labels.

However, as to terrestrial digital TVs, energy efficiency requirements to display four or five stars will be raised from April 1, 2010, due to the revision of the energy saving standards (promulgated on February 18 and coming into force on April 1, 2010).

For this reason, some of the terrestrial digital TVs currently eligible for HA eco-points will carry a fewer number of stars (three or less) from April 1 and therefore be disqualified from the eco-point system if purchased on April 1 or beyond.

With regard to air conditioners and refrigerators, there will be no change in eligibility.

For ease of identifying eligible products for customers, from April 1, 2010, there will be a change for labels indicating that eligible home appliances fall under the eco-point system.

* The government recommends that the "Challenge 25" logo be displayed beside the label.

(3) Promotion of the use of LED bulbs etc.

From April 1, 2010, onward, when a consumer exchanges his/her eco-points (that have not been registered) for LED bulbs etc. at the Support Store where the eligible product was purchased, his/her eco-points will become worth double the prior value. For example, only 2,000 eco-points (instead of 4,000 before) will be needed to receive an LED bulb priced ¥4,000 in exchange.
*1 "LED bulbs etc." refer to (a) bulb-shaped LED lamps, (b) bulb-shaped fluorescent lamps (types 10, 15 and 25), and (c) nickel-hydrogen rechargeable batteries (D, C, AA, and AAA batteries or a combination of batteries and a charger).
*2 There will be no change to the eco-point requirements for terrestrial digital TV antenna installation.
*3 There will be two slightly different in-store redemption application forms to be used from April 1, 2010 (see (1) (c) above): one for purchases before March 31 and another for purchases on April 1 and beyond.

3. Explanatory sessions for home appliance stores

The Secretariat for Green Home Appliance Eco-Points will hold explanatory sessions for home appliance stores on the following dates. Registration information will be shortly posted on the official website of the eco-points for home appliances.External Site Link(in Japanese)
