Two memoranda of cooperation signed between METI and the NDRC of China

Mr. Masayuki Naoshima, Minister of Economy, Trade and Industry (METI Minister) of Japan, and Mr. Zhang Ping, Chairman of the National Development and Reform Commission (NDRC) of the People’s Republic of China, signed the following two memoranda of cooperation today:
- Memorandum of Cooperation on the Regular Holding of the Japan-China Energy Conservation and environment Forum;
- Memorandum of Cooperation on the Continuation of Training for Human Resources for Energy Conservation.

1. Under the Memorandum of Cooperation on the Regular Holding of the Japan-China Energy Conservation and environment Forum, both countries will annually convene Japan-China Energy Conservation and environment Forum with the attendance of the METI Minister and the Chairman of the NDRC. The Forum has made a significant contribution to business-based cooperation on energy conservation and environmental protection between Japan and China, as demonstrated by the agreement on cooperation projects reached at the Fourth Japan-China Energy Conservation and environment Forum last year. Both countries intend to strive to improve the quality and the level of cooperation, based on the results and experience gained in past projects, and enhance cooperation on energy saving and environmental issues, including business matching support.

2. Under the Memorandum of Cooperation on the Continuation of Training for Human Resources for Energy Conservation, both countries recognize that the human resource training for energy conservation provided by Japan to date has contributed to China’s human resource development in this area, and will offer energy conservation training in order to increase the Chinese central and local governments’ capability to enforce energy systems and prompt China’s high energy-consuming companies intensify their efforts to save energy.

3. In line with the two memoranda signed today, METI will further the bilateral cooperation on energy saving and environmental protection.

Japan-China Energy Conservation and environment Forum
A forum jointly organized by METI and the Japan-China Economic Association of Japan and China’s NDRC, the Ministry of Commerce, and the Chinese Embassy in Japan.

At this Forum, public- and private-sector leaders from Japan and China announced their messages on the way to promote mutually beneficial bilateral cooperation in the fields of energy saving and the environment. The members shared the view that the most realistic means to achieve improvements in these fields through the widespread use of Japan’s advanced technologies in the huge Chinese market, with the goal of promoting Japan-China cooperation on energy saving and environmental issues, is expanding mutual business activities. With this view in mind, influential Japanese and Chinese figures in these fields gathered at the Forum to foster mutual understanding and enhance opportunities for substantial business and cooperation.

-First forum: May 29, 2006, in Tokyo

-Second forum: September 27, 2007 in Beijing
Agreement reached between Japan and China concerning cooperation on ten energy saving and environmental projects, including five Japan-China Energy Conservation and Environmental Business Promotion Model Projects.

-Third forum: November 28, 2008, in Tokyo
Agreement reached between Japan and China concerning cooperation on 19 energy saving and environmental projects, including 13 Japan-China Energy Conservation and Environmental Business Promotion Model Projects.

Human resource training for energy conservation

METI and China’s NDRC conducted training courses for trainees dispatched from China. The training course is designed to help trainees improve their enforcement capability pertinent to energy conservation, and provides lectures on Japanese systems (including the Energy Conservation Law and the energy manager system), a tour of designated energy management factories to learn about their energy management methods, and a tour of factories awarded for excellent energy conservation practices.
