Formulation of New Innovative Energy Technology Program
The Cabinet today approved the “Basic Energy Plan” and the “New Growth Strategy,” which both call for the development of a new roadmap for innovative energy technology.
In line with these policies, the Ministry of Economy, Trade and Industry (METI) will commence the formulation of the “New Innovative Energy Technology Program” under the direction of the METI Minister.
1. Background
Both the New Growth Strategy’s section on Japan as “the world’s environment and energy power” and the Basic Energy Plan’s section on the “development and diffusion of innovative energy technologies” state that Japan should (a) promote the development of innovative technologies and (b) formulate a new roadmap for innovative energy technology.
2. Key issues in formulating the New Innovative Energy Technology Program
(1) Addition of technologies
In addition to technologies upon which Japan focuses, such as photovoltaic power generation, carbon dioxide capture and storage (CCS) and nuclear power generation, the New Program should include new innovative technologies, such as wind power generation, which is expected to achieve enormous growth throughout the world.
(2) Acceleration of development
A roadmap incorporating new elements, such as the expedited schedule for technological development of innovative iron and steel making processes and next-generation high-efficiency lighting should be formulated to accelerate the development of innovative technologies.
(3) Emphasis on international expansion
To facilitate the worldwide diffusion of Japanese energy technologies, the government should discuss measures to support their international expansion, such as helping companies adapt to the needs of the target country.
