The
Consortium for Sophisticated Trade Practices for Information Systems
and Software will be established with the aim of improving business transactions
concerning information systems, for example, by promoting the
widespread use of “Model Trade and Contracts for Information Systems -
Study Group on Trade Practices and Contracts for More Reliable
Information Systems,” which was formulated by METI in FY 2006-2007.
With Japanese people’s lives and socioeconomic activities more
dependent than ever on IT, the potential impact that information system
failures can have on society continues to increase. Improving the
reliability and safety of information systems is an urgent issue for
Japan.
It is pointed out that improvements in the reliability and safety of
information systems require the clear definition of contract provisions
applied in the information system field and the visualization of
business relations between the user and the vendor. In consideration of
this, METI formulated the “Model Trade and Contracts for Information
Systems - Study Group on Trade Practices and Contracts for More
Reliable Information Systems” in FY 2006-2007 with an eye toward
improving the reliability of information systems and visualizing
business transactions.
The Consortium for Sophisticated Trade Practices for Information
Systems and Software will be established with the aim of improving
business transactions concerning information systems, for example, by
promoting the widespread use of the model trade and contracts defined
in the above document.
1 Activities
The Consortium will conduct the following activities with the goal of
steadily implementing initiatives aimed at disseminating legal
knowledge in the IT field, for example, through the promotion of the
defined model contracts:
(a) Use and maintain an e-learning programs for model contracts
(b) Build a framework for certifying individuals with IT-related legal
knowledge
(c) Create a guide on how to use addendum model contracts
(d) Host seminars on model contracts
(e) Study insurance systems concerning information systems
2 Members
The members of the Consortium will include lawyers and other experts in
trade practices for information services, together with software and
representatives of the following user/vendor organizations:

Computer Software Association of Japan
Japan Computer System Seller Association
IT Coordinators Association
Software Information Center
3 Opening of a website for information provision
A website for information provision will open in order to widely
publicize the Consortium’s activities. The URL of the Consortium’s
