Foreign Products in
Procurement of Computer Products and Services in the Japanese Public Sector Market

- The Councilor's Office on External Affairs of the Prime Minister's Office researched the
entities of "Measures Related to Japanese Public Sector Procurements of Computer
Products and Services". As a result, the procurements rate of foreign computer
products was 22.4% (16.5% including Services) in FY1997.
From FY1993 to FY1995, the procurements rate of foreign products showed a tendency to
increase as follows; 27.9% (23.3% including Services) in FY1993, 29.3% (24.2% including
Services) in FY1994, and 29.0% (25.2% including Services) in FY1995. While the procurement
rate decreased to 19.6% (15.9% including Services) in FY1996, it again increased to
22.4%(16.5% including Services) in FY1997.
- As for computer products and services, the Japanese public sector procures them in a
transparent and fair process, with non-discrimination and open opportunities based on the
"Measures Related to Japanese Public Sector Procurements of Computer Products and
Services" and the "Procedures for Government Procurement on Products" which
was decided in 1994.
We expect that foreign companies are able to use the opportunities, and we steadily
enforce the transparent procurements based on these measures and procedures as before.
