Statement regarding the confirmation of the implementation of the emergency safety measures and Hamaoka Nuclear Power Station by Minister Kaieda

  1. In the light of the accident at Fukushima Dai-ichi Nuclear Power Station (NPS), Tokyo Electric Power Co., Inc.(TEPCO), I issued directives to each electric power company to implement the emergency safety measures with regard to all NPSs in Japan on March 30.
  2. Regarding all the NPSs that had submitted reports, after an ascertainment and evaluation based on the information, I have confirmed that measures against the loss of all AC power supply that shall be taken immediately as emergency safety measures, are in place.
  3. Even if an NPS loses all its AC power supply due to tsunami equivalent to the one that caused the accident at TEPCO's Fukushima Dai-ichi NPS, the reactor core can be maintained in controlled state by cooling with water injection. Hereby, I consider that damage to the reactor core or spent fuel can be prevented and leading them to cold shutdown without discharging a high degree of radioactivity is possible.
  4. Furthermore, I have confirmed that each company has plans to proceed with the mid to long term measures specific to the geographical conditions of each NPS, such as installation of tide embankments, water-tightening construction, and installation of air-cooling type emergency generators on higher ground. Thus, the reliability of safety measures will further improve.
  5. If appropriate actions are also taken in accordance with the safety measures concerning emergency diesel generators directed on April 9 and the measures to ensure reliability of external power supply directed on April 15 following the emergency safety measures, the reliability of emergency and external power supplies will further improve.
    I have directed Nuclear Industrial Safety Agency to confirm the implementation status, including these measures and urge the electric companies to steadily implement the measures. In addition, based on the cause of the accident to be identified by a further thorough investigation etc., I will call for further responses from each electric company again when additional measures are necessary.

  6. I express my respect to Chubu Electric Power Co., Inc. for its commitment to grappling with the short-term emergency safety measures. However, according to the evaluation by Headquarters for Earthquake Research Promotion of the Ministry of Education, Culture, Sports, Science and Technology, the possibility of envisioned Tokai Earthquake of about magnitude 8 to occur within 30 years is 87% and very urgent. Since there is a need to take the special circumstances surrounding Hamaoka NPS into consideration and steadily implement a mid to long term countermeasures such as a tide embankment that can sufficiently withstand the envisioned Tokai Earthquake, I have come to make a tough decision to shut down all units at Hamaoka NPS, not only Unit 3 in periodic inspection outage but also all operating units until the completion of this mid to long term countermeasures. Today, I have urged Chubu Electric Power Co., Inc. to steadily implement the mid to long term measures and to shut down all units at Hamaoka NPS.

  7. The government will take necessary measures to prevent disruption in the balance of supply and demand of electric power in the control area of Chubu Electric Power Co., Inc. when Hamaoka NPS is in shutdown.
