Minister Motegi’s Speech at the Joint Press Conference with Russian Minister of Economic Development Alexei Ulyukayev

This is the first visit to Russia in about a decade for a METI Minister. The year 2013 has been a special and important year for the relationship between Japan and Russia. In February, former Prime Minister Yoshiro Mori visited Russia, and in April, Prime Minister Shinzo Abe also visited the country as the first visit in about a decade for an incumbent Japanese Prime Minister. On his visit, Prime Minister Abe was accompanied by the largest and most powerful economic mission in the history of the Japan-Russia relationship. My visit here is intended to flesh out the agreement reached in April between Prime Minister Abe and President Vladimir Putin, thereby marking the conclusion of this fruitful year and paving the way for further successful results next year.

A short while ago, I and Minister Ulyukayev signed a memorandum on the promotion of cooperation regarding such fields as innovation, medical services and the urban environment as well as cooperation in the fields related to SMEs’ business activities, an area on which Russia places particular emphasis. At the private sector level, too, a memorandum on the promotion of cooperative relationships in the fields of medical services and energy conservation was signed. Today, I felt anew that steady progress is being made with regard to each of the issues agreed upon at the Japan-Russia summit meeting.

As Minister Ulyukayev mentioned earlier, the Japan-Russian Investment Forum is scheduled to be held in Tokyo on March 19, 2014. Minister Ulyukayev said he was hoping to see cherry blossoms in full bloom at that time. Although the timing of the forum may be a bit too early for the cherry blossoms to be in full bloom, I am hoping that his visit to Japan, accompanied by Russian business leaders, will lead to the flourishing of the economic relationship between the two countries.
