Feature of Japanese Security Export Control System

The Government of Japan controls military sensitive goods and technologies, including relevant dual-use goods and technologies, in order to maintain both national and international peace and security.  Based on the Foreign Exchange and Foreign Trade Act (1949) and its relevant legislations, we request exporters in Japan to apply for the export license in case:

-     Items or technologies are listed in the control list; or

-     The export is under the provision of end-use control such as catch-all control.

Useful Materials for Exporters

1.The Internal Compliance Program

The Government of Japan recommends exporters to introduce the Internal Compliance Program (ICP).  ICP is purposed to strengthen export control system in exporters in order to prevent unintentional illegal exports.  The names of exporters who have introduced and registered ICP are available on this web site.  If you need more information about ICP, click here.

 

2.The Guidance for the Control of Sensitive Technologies

The government of Japan recommends academic and research institutions to follow the Guidance for the Control of Sensitive Technologies.  The guidance explains the methods necessary to control sensitive technologies with security implications, to raise the awareness of employees/researchers at universities/research institutions.  Click here for more information.

 

International Cooperation

Regarding the United Nations Security Council Resolution 1540 and other international agreements, the Government of Japan has been conducting various types of outreach activities.  The purpose of outreach activities is to build an effective international framework for security export controls.
