Chemical Substances that are persistent, highly bioaccumulative, and have long-term toxicity for humans and chronic toxicity for top predators.
* Permission is required for manufacture and/or import (de facto prohibition).
* Any uses other than specified uses are prohibited.
* Import of certain products specified by cabinet order is restricted.
* Government orders to take actions, for example recall orders (when a substance or product is specified or is in violation of an ordinance).
Class II Specified Chemical Substances
Chemical substances that are persistent, and have long term toxicity or chronic toxicity for plants and animals in the living environment.
* Notification of planned and actual quantity manufactured and/or imported, intended use of the chemical substances.
* If necessary from the perspective of risk, government orders to change the planned manufacture and/or import volumes.
* Government publishes technical guidelines, recommendations related to handling the chemical substance.
* Mandatory labeling, recommendations from government.
Type I Monitoring Chemical Substances
Existing chemical substances that are persistent and highly bioaccumulative.
* Notification of quantity manufactured and/or imported, intended use of the chemical substances.
* Publication of the name and notified volume of substances whose totalmanufacturing and import volume is 1 ton or more.
* Guidance and advices (when necessary to prevent environmental pollution)
* If necessary from the perspective of risk, the government directs the manufacturer or importer to conduct a hazard (long-term toxicity to humans or top predators) survey.
Type II Monitoring Chemical substances
Chemical substances that are not highly bioaccumulative but are persistent and are suspected to have long-term toxicity.
* Notification of actual quantity manufactured and/or imported, intended use of the chemical substances.
* Publication of the name and notified volume of substances whose total manufacturing and import volume is 100 ton or more.
* If necessary from the perspective of risk, the government directs the manufacturer or importer to conduct a hazard (long-term toxicity to humans) survey.
Type III Monitoring Chemical substances
Chemical substances that are not highly bioaccumulative but are persistent and have toxicity for plants and animals (ecotoxicity).
* Notification of actual quantity manufactured and/or imported, intended use of the chemical substances.
* Publication of the name and notified volume of substances whose total manufacturing and import volume is 100 ton or more.
* If necessary from the perspective of risk, the government directs the manufacturer or importer to conduct a hazard (chronic toxicity to plants and animals in the human living environment) survey.
