Japan-Switzerland EPA Entered into force on Sep. 1, 2009

Outline

At the Summit Meeting of April 2005, the leaders of both countries decided to start cross-government research on the appropriate way for both developed countries to reinforce economic partnership, including a study on the advantages and disadvantages of the Japan-Switzerland FTA/EPA. Japan and Switzerland held five joint study meetings from October 2005 to November 2006. With consideration of the report of the research, the leaders of both countries decided to start EPA negotiations in January 2007. Japan and Switzerland reached a broad agreement in September 2008 after eight rounds of negotiations, and signed the EPA on February 2009, which was brought into force on September 1 of the same year. The contents of the Japan-Switzerland EPA as Japan's first EPA with a developed Western country attained a high level, thus making it possible to serve as an EPA model between advanced countries. Concretely, the EPA attained the high-level liberalization of trade in goods (including the immediate tariff elimination of major industrial products and tariff elimination of 99% or more amount of imported and exported goods within 10 years after the entry into force of the EPA). Furthermore, this is Japan's first EPA that introduced a self-certification system of origin by approved exporters as well as an e-commerce chapter. In addition, the EPA attained high-level results with regard to investments, services, and intellectual properties.
