Japan-Chile EPA Entered into force on Nov. 1, 2007

Outline

In order to consider the possibility of the EPA, a joint study group organized under government-industry-academia cooperation was established at the Summit Meeting of November 2004. The joint study group was set up at the end of January 2005 and held four meetings. With consideration of the report of the joint study group, the leaders of both countries reached an agreement to start EPA negotiations in November of the same year, and held four rounds of negotiations from February to September 2006, and reached a broad agreement on the EPA mainly on market access in September 2006. Then the fifth round of negotiations was held in November of the same year, and the conclusion of the negotiations was confirmed at the Summit Meeting of the same month. The Japan-Chile EPA was signed at the end of March 2007 and was brought into force in September of the same year. Like Japan, Chile as an trading nation has been actively promoting open economic policies. The political and economic situations of Chile are stable, and it is an important supply country of mineral resources for Japan. Furthermore, Chile had already had FTAs in force with approximately 50 countries including the United States, Canada, EU, EFTA, Korea, and China at that time. Therefore, it was important for Japan to resolve economic disadvantages resulting from the absence of any EPA or FTA then.
