Japan-Singapore EPA Entered into force on Nov. 30, 2002

Outline

Japan and Singapore signed the EPA on January 13, 2002, which was brought into force on November 30 of the same year. This EPA, as Japan's first Regional Trade Agreement (RTA), aims to promote the comprehensive economic partnership between the two countries through expanding intra-regional trade and investment by the liberalization and facilitation of trade and investment and harmonization of economic systems, achieving the harmonization of trade systems in the fields of paperless trading and mutual recognition, and strengthening bilateral cooperation in the fields of information and communication technology (ICT) and trade and investment promotion. Japan and Singapore started negotiations to review the EPA in April 2006, and signed a protocol in March 2007, which was brought into force in September of the same year, with the aim of achieving further liberalization. Japan's trade in goods with Singapore has been steady since the EPA entered into force, with an export increase of 44.6%, an import increase of 32.3%, and a trade surplus of 27.2%. Japan's trade in services has turned into a surplus with its receipts increasing 2.7 times and payments increasing by 67.0%. As for the balance of direct investment to Singapore, external investment increased by 59.8% while inward investment increased 9.1 times in 2007 in comparison with 2002.
