Director-General, Fukushima Reconstruction Promotion Group

Tsujimoto “Kay” Keisuke

Mr. Tsujimoto Keisuke has served as Director-General of the Fukushima Reconstruction Promotion Group in the Ministry of Economy, Trade and Industry (METI) since July 2024. He is responsible for reactor decommissioning and contaminated water management, as well as reconstruction support and industrial development in the affected areas.

Since joining METI in 1992, Mr. Tsujimoto has mainly focused on the natural resources, energy and trade policy areas. Immediately prior to his current appointment, as Director-General for Technology Policy Coordination and Industrial and Product Safety, he led and coordinated numerous important projects in the area of industrial and product safety policy, including development of legal systems for hydrogen and CCS safety, reform of product safety laws, and work following the 2024 Noto Peninsula Earthquake as a head of METI’s crisis management.

Between 2019 to 2022, Mr. Tsujimoto was responsible for onsite measures in Fukushima for recovery from the damage caused by the Fukushima Daiichi Nuclear Power Station accident.

From 2017 to 2019, Mr. Tsujimoto was in charge of human resources for METI executives. At the same time, he worked as a counsellor for crisis management within METI. In this position, he managed the Ministry’s response to large-scale natural disasters, including the floods in western Japan and the Hokkaido Eastern Iburi Earthquake.

Mr. Tsujimoto's work in the natural resources and energy areas coincided with major market changes following the Great East Japan Earthquake in 2011. It included an assignment as the general manager of JOGMEC’s Vancouver office, which was the start of several roles focused on increasing imports of natural gas and minerals into Japan. Prior to this assignment, Mr. Tsujimoto developed strategies to secure Japan’s supplies of rare metals as Director of the Mineral and Natural Resources Division. Previously, Mr. Tsujimoto supported efforts to promote energy efficiency measures across Japan as Director of the Energy Efficiency Division.

Between 2009 and 2011, Mr. Tsujimoto served as METI's first Director for Promoting Electric Vehicles. During that time, he helped formulate the Next-Generation Vehicles Strategy 2010 to promote the wider adoption of electric vehicles in Japan.

Mr. Tsujimoto graduated from the Faculty of Engineering of Kyoto University where he earned his master's degree in engineering in the Graduate School of Engineering. Mr. Tsujimoto also studied at Stanford University as a visiting researcher.

He was born on March 23, 1967, in Oita Prefecture.
