METI Minister Motegi Visited Cambodia and Lao PDR

From April 26 to 29, 2014, Mr. Toshimitsu Motegi, Minister of Economy, Trade and Industry, visited the Kingdom of Cambodia and the Lao People’s Democratic Republic. During his trip, he had meetings with both countries’ leaders and ministers in charge of trade, industry and energy. In the meetings, Japan and these countries discussed [i] improving the business environments to address Japanese enterprises’ business expansion in the countries; [ii] enhancing the bilateral relationships through cooperation in certain fields, including human-resource development, improvement of infrastructure, energy, and medical services; and [iii] deepening Japan-ASEAN cooperation.

1. Cambodia

In Cambodia, Minister Motegi had meetings with H.E. Mr. Samdech Hun Sen, Prime Minister of Cambodia, H.E. Mr. Sun Chanthol, Minister of Commerce, H.E. Mr. Sok Chenda, Secretary General of the Council for the Development, and H.E. Mr. Cham Prasidh, Minister of Industry and Handicrafts. Prime Minister Hun Sen highly praised this visit to the country by Minister Motegi as this visit will contribute to further enhancement of the strategic partnership, which the leaders of both countries agreed upon in December, 2013.

At the series of meetings, Japan requested that Cambodia improve the business environment in the country, including the tax system, electricity supply and customs procedures, based on the opinions of Japanese companies that intend to expand business in the country, and received a positive response to the request. In addition, both countries established Management and Operation Training for Economic development with Global Internship (MOTEGI Program), a new initiative for fostering human resources, and also agreed to cooperate in a wide variety of fields, including exploration of oil mining sites, utilization of the Joint Crediting Mechanism, and establishment of an emergency medical care center, in which Japan’s medical technology will be utilized.

Cambodia made a proposal concerning the support for measures for small and medium enterprises and the creation of a new framework for expanding trade between Japan and Cambodia, and both countries will try to proactively address this proposal. Advancement of cooperation in the East Asian region, including Japan-ASEAN cooperation and the Regional Comprehensive Economic Partnership (RCEP) was also agreed upon.

Furthermore, in Phnom Penh, the capital city of Cambodia, Japan established an SME Overseas Business Support Platform, a supporting organization providing a one-stop service for Japanese SMEs that intend to expand their business in Cambodia. The total number of the platforms that Japan has established overseas has now come to eleven.

2. Lao PDR

Minister Motegi held meetings with H.E. Mr. Thongsing Thammavong, Prime Minister of Lao PDR, H.E. Mr. Somdy Douangdy, Ministry of Planning and Investment, H.E. Ms. Khemmani Pholsena, Minister of Industry and Commerce, and H.E. Mr. Soulivong Daravong, Minister of Energy and Mining.

At the series of meetings, Lao PDR welcomed the business expansion of Japanese enterprises into the country and expressed the country’s full support. Japan also established MOTEGI program, as a new initiative fostering human resources, and agreed to cooperate in a wide variety of fields, including the improvement of infrastructure, such as a project building hydro-electric power plants, in which Japanese enterprises will participate, and the establishment of an emergency medical care center. They also reached consensus on the advancement of Japan-ASEAN cooperation.

Minister Motegi also attended the opening ceremony of a new JETRO office in Vientiane, the capital city of Lao PDR, with related ministers of the country. The office was established based on the leaders’ agreement between Prime Minister Abe and Prime Minister Thongsing in November 2013, which was highly praised by the government of Lao PDR as an effort contributing to the enhancement of the Japan-Lao PDR economic relationship.
