METI Minister Miyazawa Visited Switzerland

From January 23 to 25, 2015, Mr. Yoichi Miyazawa, Minister of Economy, Trade and Industry, visited Switzerland. During his visit, he attended the Informal WTO Ministerial Gathering and the World Economic Forum Annual Meeting 2015 in Davos, and also had a bilateral meeting with Ms. Anna Cecilia Malmström, EU Commissioner for Trade.

1. Informal WTO Ministerial Gathering

The Informal WTO Ministerial Gathering was held with participants from 21 countries and regions, including Japan, the U.S., EU and Canada. Participants discussed approaches to advancing WTO negotiations after the adoption of the protocol on the Trade Facilitation Agreement in November 2014. Minister Miyazawa and Mr. Akio Koizumi, State Minister of Agriculture, Forestry and Fisheries, attended the meeting as representatives of Japan.

Minister Miyazawa mainly stated the following two points, which garnered wide support from participants:

  • Members need to advance the post-Bali discussions to restore credibility of the WTO, and to successfully hold the 10th WTO Ministerial Conference (MC10); and
  • In addition to swift conclusion of the Doha Round, it is important to deliver concrete outcomes in plurilateral negotiations. In particular, negotiations on the expansion of the Information Technology Agreement (ITA) need to be concluded as soon as possible, among major trading partners in this sector.

Ministers agreed, amongst others, that concerning the approach to advancing the post-Bali discussions, it is important to make progress, with a sense of urgency, in defining a work program that will set out a realistic path towards a conclusion.

2. World Economic Forum Annual Meeting 2015

Minister Miyazawa attended a Japan session, an unofficial meeting to exchange views with experts worldwide, and proactively exchanged views with global business leaders and experts about such matters as the burgeoning of a virtuous cycle in the Japanese economy, the realization of Japan’s growth strategy including corporate tax reform, and energy policies.

3. Bilateral meeting with Commissioner for Trade Malmström

Minister Miyazawa exchanged views with Commissioner for Trade Malmström for the first time since taking office. In particular, he pointed out the need for Japan and EU to negotiate the Japan-EU EPA based on the mutual interests and sensitivity perspectives so as to seek a conclusion of the negotiations. Both sides agreed to closely collaborate at the ministerial level to accelerate negotiations toward reaching an agreement in principal of the Japan-EU EPA negotiations during 2015, which was affirmed at the Japan-EU summit meeting in 2014.
