Agency for Natural Resources and EnergySummary of the Sixth Japan-U.S. Clean Energy Policy Dialogue

On February 24, 2015, the Ministry of Economy, Trade and Industry (METI) held the Sixth Japan-U.S. Clean Energy Policy Dialogue in Tokyo to discuss the ideal state of future Japan-U.S. cooperation on energy. The dialogue was co-chaired by Mr. Katsushi Takehiro, Director, International Energy Strategy Office of the Agency for Natural Resources and Energy (ANRE), and Dr. Phyllis Yoshida, Deputy Assistant Secretary, Office of Policy and International Affairs of the U.S. Department of Energy (DOE), with about 60 government-related officials in Japan and the U.S. attending.

In addition, as both sides consider the dialogue as an opportunity to more broadly discuss energy cooperation between Japan and the U.S., they agreed to change the title of the dialogue to “Japan-U.S. Energy Policy Dialogue.”

  1. The Japan-U.S. Clean Energy Policy Dialogue is a high working-level series of talks aiming to encourage the development and spread of renewable energy, smart grids, and other technology in the field of clean energy. The dialogue has marked its sixth meeting since the first in February 2011.
  2. At the dialogue, the participants shared updated information on Japan-U.S. energy policies. Based on the shared information, they confirmed the progress made in the cooperative efforts, including the Japan-U.S. Cooperation on Clean Energy Technologies, the Okinawa-Hawaii Partnership on Clean and Efficient Energy Development and Deployment, the Cooperation on Developing Microgrid Systems, and the Cooperation in Basic Research, and also ascertained the achievements in the Third U.S.-Japan Renewable Energy Policy Business Roundtable held in February 23, 2015. Moreover, they exchanged views on the issues about oil and natural gas policies, electricity systems, and cybersecurity.
  3. Considering the recent broader and deeper Japan-U.S. cooperation in the field of energy, the participants also recognized that the issues discussed at the dialogue going beyond the borders of the clean energy sector to the fields of fossil fuels and electricity systems. In light of this understanding, both sides agreed to change the title of the dialogue to “Japan-U.S. Energy Policy Dialogue” and to continue to hold it as an opportunity to broadly discuss cooperative Japan-U.S. energy efforts.
