Japan Patent OfficeGlobal Expansion of Information Sharing Network on Patent Applications and Examinations-Official Participation of the JPO in the WIPO-CASE-

The Japan Patent Office (JPO) has officially joined the Centralized Access to Search and Examination (WIPO-CASE) system, which is a centralized access network that enables patent offices to securely share information on patent applications and examinations (dossier information) provided by the World Intellectual Property Organization (WIPO). This participation will enable the patent offices in the 18 countries (*) participating in the WIPO-CASE system to refer to the JPO’s examination results through the WIPO-CASE.

1. Background

The globalization of activities related to intellectual property has proceeded against a background of the globalization of the world economy, and patent applications for the same invention are filed in multiple countries and regions. It is highly expected to share information on patent applications and examinations (dossier information) among patent offices in order to enhance the efficiency of patent examinations through reference to the prior art searches and patentability judgments on the same invention carried out by other patent offices. Meanwhile, since 2004, the JPO has disseminated the JPO’s dossier information through the Advanced Industrial Property Network (AIPN). Furthermore, the JPO has taken the initiative in the development of the One Portal Dossier (OPD) to share dossier information among IP5 Offices, the EPO, the JPO, the KIPO, the SIPO, and the USPTO where the total number of patent applications filed in IP5 Offices accounts for nearly 80% of all patent applications filed worldwide. The IP5 Offices launched OPD and commenced sharing dossier information in 2013.

In the meantime, the World Intellectual Property Organization (WIPO) developed the WIPO-CASE and began to share dossier information, primarily focused on the Vancouver Group offices, the patent offices of Australia, Canada, and the United Kingdom. The geographic reach of this information sharing network has been expanding globally.

2. Expansion of the WIPO-CASE network

In order to expand the network for sharing dossier information on a global scale, the JPO and the WIPO launched collaborative projects to take the lead in linking the OPD and WIPO-CASE. Establishing the linkage and drawing up new terms and conditions for information sharing, the JPO has declared its official participation in the WIPO-CASE to the WIPO.

This will enable the patent offices in the 18 countries participating in the WIPO-CASE to refer to the JPO’s dossier information through the WIPO-CASE.
