State Minister of Economy, Trade and Industry Yamagiwa visited Italy and Malaysia

From July 11 (Sat.) through July 14 (Tue.), Mr. Daishiro Yamagiwa, State Minister of Economy, Trade and Industry, visited Italy and Malaysia to attend the Japan Day official ceremonies at Expo Milano 2015 and the interim ministerial round of negotiations for the Regional Comprehensive Economic Partnership (RCEP).

1. Japan Day at Expo Milano 2015 (July 11 (Sat.))

Expo Milano 2015 opened on May 1, 2015 and will remain open for 184 days until October 31, 2015 under the theme of “food.” The government of Japan is officially participating in Expo Milano 2015, with the Ministry of Agriculture, Forestry and Fisheries (MAFF) and METI as organizers, and METI is also exhibiting and showcasing Japan’s diverse traditional crafts including Japanese-style tableware, which provides an indispensable aesthetic facet to the appreciation of Japanese cuisine.
In addition, Japanese animations and cultural contents, which are also popular in Italy, are being introduced, and the attractiveness of Japanese culture is being showcased with the key words “Cool Japan.”

At Japan Day, held on July 11, 2015, the Japan Day official ceremony and luncheon were held, organized by the government of Italy, and State Minister Yamagiwa presented a speech, with dignitaries of the government of Italy in attendance.

In the afternoon, the Tohoku Revitalization Parade at the Milan Expo was held within the Expo Milano 2015 venue. Prior to the commencement of the Parade, State Minister Yamagiwa expressed his appreciation for the support for reconstruction received after the Great East Japan Earthquake as well as introducing Japanese festivals as a symbol of Japan’s rich regional cultures. A section of this Parade marched down the main street within the Expo Milano 2015 venue, which was a great success and was very well received by the visitors to Expo Milano 2015.

In the evening, in order to promote Japan’s diverse traditional crafts and to improve business matching related to these crafts, State Minister Yamagiwa visited Japan Traditional Crafts Milano Square and the SALONE DEL GIAPPONE, which have been set up in the city of Milan, as well as giving a speech at the reception organized by the Japan Pavilion held at the Stelline Palace, in which the SALONE DEL GIAPPONE was being held.

2. Interim ministerial round of negotiations for the RCEP (July 13 (Mon.))

On behalf of the government of Japan, State Minister Yamagiwa attended the interim ministerial round of negotiations for the RCEP held in Kuala Lumpur, Malaysia on July 13 (Sat.), 2015.


At this round of negotiations, in response to the expansion of trans-boundary business in the East Asia region, State Minister Yamagiwa proposed that the RCEP be an agreement that can realize the high-level trade liberalization required by the business sector and that all participants be flexible enough to make progress in the negotiations toward the prompt conclusion of the negotiations.

In the field of Trade in Goods, the participating ministers held discussions on negotiating modalities focusing on the level of liberalization prior to specific tariff negotiations, and made certain progress toward an agreement. Also, in the fields of Trade in Services and Investment, the ministers decided to employ the list approach and agreed to begin substantial market access negotiations at the next round of negotiations. Furthermore, the ministers confirmed that working groups in each of the fields of Finance, Telecommunications, and E-commerce should be established. Based on the abovementioned details of this round, the ministers reconfirmed that they would aim to substantially conclude these negotiations by the end of 2015.
