State Minister Takagi Visited China

From July 18 (Sat.) to 20 (Mon.), 2015, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry, visited Beijing and Shanghai, the People’s Republic of China. From July 18 to 19, State Minister Takagi visited various sites in Shanghai. On this occasion, State Minister Takagi and persons from Japanese companies exchanged opinions. In addition, on July 20, State Minister Takagi attended the Invest Japan Business Symposium in Beijing, which the Japan External Trade Organization (JETRO) and the China Council for the Promotion of International Trade (CCPIT) hosted. On the same day, talks between State Minister Takagi and Chinese government officials were held, and they exchanged opinions.

1. Visit to Shanghai

(1) In Shanghai, State Minister Takagi visited The Model Project for Reducing Energy Consumption in a Commercial Building (Garden Hotel Shanghai), which is one of the projects for which an agreement was signed at the Japan-China Energy Conservation Forum.

(2) In addition, State Minister Takagi exchanged opinions with persons from Japanese companies expanding into China regarding business trends, the business environment, and the prospects for future business in China.

2. Invest Japan Business Symposium in Beijing

(1) State Minister Takagi attended the Invest Japan Business Symposium in Beijing, which the Japan External Trade Organization (JETRO) and the China Council for the Promotion of International Trade (CCPIT) co-hosted at Chang Fu Gong in Beijing, in order to introduce the business environment in Japan to Chinese enterprises. Mr. Hiroyuki Ishige, Chairman of JETRO, and Mr. Jiang Zengwei, Chairman of the CCPIT, as representatives of the hosts, as well as Ms. Gao Yan, Vice Minister of Commerce of the PRC, as a representative of the government of China, attended the symposium.

(2) After greetings from the guests, the participants discussed the following topics at the symposium: (i) contributions to the enhancement of the business environment in Japan and China through the promotion of communication between the governments, (ii) the policies and efforts of the government of Japan for the expansion of investment in Japan, (iii) the expectations for direct investment in Japan from China, (iv) two-way investment between Japan and China, which is an important theme to be proactively considered by both governments, and other topics.

3. Talks and exchanges of opinions with Chinese government officials


(1) State Minister Takagi and Vice Minister Gao exchanged opinions and agreed that the governments will promote two-way investment between Japan and China in order to further strengthen Japan-China relations, and that the governments will continue cooperation and exchanges with each other in a variety of fields, such as holding the Japan-China Energy Conservation Forum in Japan, the protection of intellectual property rights, public policies on distribution, and negotiations on the expansion of the Information Technology Agreement (ITA).


(2) State Minister Takagi held talks with Mr. Liu Hongcai, Vice Minister of the International Department of the CPC Central Committee, and agreed with Vice Minister Liu on the importance of continuous communication between Japan and China. In addition, since the diversity of local regions in China has been growing with the development of the Chinese economy in recent years, State Minister Takagi and Vice Minister Liu shared their awareness of the issue of the necessity of increasing opportunities for Japan to interact with not only the central government but also regional governments in China.
