State Minister Takagi Visited the United Arab Emirates (UAE) and Kuwait

From November 8 to 10, 2015, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry, visited the United Arab Emirates (UAE) and Kuwait. During his stay, State Minister Takagi participated in the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC) and had meetings with dignitaries of Abu Dhabi, UAE and Kuwait.

1. Participation in the ADIPEC

State Minister Takagi participated in the ADIPEC, which has established its positon as one of the world’s largest exhibitions and conferences in the petroleum industry. Taking this opportunity, State Minister Takagi exchanged opinions with dignitaries of Abu Dhabi, UAE, and both sides agreed to further promote cooperation in a broad range of areas including energy. On the sidelines of the ADIPEC, State Minister Takagi attended and witnessed the signing ceremony to conclude a memorandum for the enhancement of the comprehensive and strategic partnership in the field of oil and gas between the Japan Bank for International Cooperation (JBIC) and the Abu Dhabi National Oil Company (ADNOC), in the presence of H.E. Mr. Suhail Mohamed Al Mazrouei, Minister of Energy of the UAE, and H.E. Mr. Abdulla Nasser Al Suwaidi, Director General of ADNOC.

2. Meetings with dignitaries of the UAE (Abu Dhabi)

1) H.H. Sheikh Hamed bin Zayed Al Nahyan, Chief of the Abu Dhabi Crown Prince's Court, UAE (a member of the royal family)

At the meeting with H.H. Sheikh Hamed bin Zayed Al Nahyan, Chief of the Abu Dhabi Crown Prince's Court, State Minister Takagi encouraged support for the renewal of the oil concessions held by Japanese companies in Abu Dhabi, and exchanged opinions concerning the importance of cooperation between Japan and Abu Dhabi in a wide range of areas including energy, industry, investment, and cutting-edge technology. Both sides agreed to make efforts towards further progress in such cooperative relations.

2) H.E. Mr. Khaldoon Khalifa Ahmed Al Mubarak, Chairman of the Abu Dhabi Executive Affairs Authority

Aiming at reinforcing bilateral relations, State Minister Takagi exchanged views with H.E. Mr. Khaldoon Khalifa Ahmed Al Mubarak, Chairman of the Abu Dhabi Executive Affairs Authority, towards the further development of partnership in a broad range of areas including industry and leading-edge technology, with energy cooperation as its core. State Minister Takagi also encouraged support for the renewal of the oil concessions owned by Japanese companies in Abu Dhabi.

3) H.E. Mr. Ali Majed Al Mansoori, Chairman of the Department of Economic Development

For the purpose of deepening business relations between Japan and Abu Dhabi, State Minister Takagi and H.E. Mr. Ali Majed Al Mansoori, Chairman of the Department of Economic Development, exchanged opinions towards the further development of the economic relationship between the two countries, affirming the importance of the business developments in Abu Dhabi by the Japanese companies that have been contributing to industrial diversification, which is being promoted by Abu Dhabi, UAE.

4) H.E. Abdulla Nasser Al Suwaidi, Director General of ADNOC

At the meeting with H.E. Abdulla Nasser Al Suwaidi, Director General of ADNOC, State Minister Takagi encouraged support for the renewal of the oil concessions owned by Japanese companies in Abu Dhabi, and both sides affirmed the importance of stable supply of crude oil and human resources development in the field of petroleum. Both sides exchanged opinions on the enhancement of cooperation in fields such as healthcare and cutting-edge technology, aiming at further developing the cooperative relationship between the two countries, which have been enjoying a mutually beneficial relations in the energy field.

3. Meetings with government officials of Kuwait

1) H.E. Mr. Yasser Hassan Abul, Minister of State for Housing Affairs and Acting Minister of Public Works

State Minister Takagi heard the opinions of H.E. Mr. Yasser Hassan Abul, Minister of State for Housing Affairs and Acting Minister of Public Works, with regard to the status of deliberations on infrastructure projects that are being deliberated in coordination with the private sector through a public-private partnership (PPP) in Kuwait, and expressed his hope that Japanese companies would participate in such projects. They exchanged opinions toward future cooperation.

2) Mr. Mohammad Haji Ali Bushehri, Undersecretary of the Ministry of Electricity and Water

State Minister Takagi expressed his expectations for Japanese companies’ further participation in projects related to electricity and water in the meeting with Mr. Mohammad Haji Ali Bushehri, Undersecretary of the Ministry of Electricity and Water. Both side agreed to hold a policy dialogue as a framework that allows the both countries to identify and discuss issues and measures to be addressed for developing specific cooperation between Japan and Kuwait in the fields of electricity and water.

4. Exchanging opinions with people from Japanese companies expanding their businesses into the UAE and Kuwait

Taking advantage of the opportunity provided by his visit to the UAE and Kuwait, State Minister Takagi exchanged views with people from Japanese companies expanding their businesses into the UAE (Abu Dhabi) and Kuwait, concerning the current situations of their businesses in the UAE and Kuwait, the future directions of their businesses, and other issues.
