Guidelines for Safe Use of Play Facilities on the Premises of Commercial Facilities Compiled

The Ministry of Economy, Trade and Industry (METI) compiled Guidelines for Safe Use of Play Facilities on the Premises of Commercial Facilities. It expects business owners of commercial facilities to refer to the guidelines and make full efforts for exercising measures for safe use of play facilities installed on the premises of their commercial facilities.

1. Background

In recent years, some accidents involving consumers, e.g., bone fractures, have occurred at play facilities on the premises of commercial facilities. In light of this situation, on August 2015, the Consumer Commission proposed the Minister of Economy, Trade and Industry and other officials to secure the safety of consumers at play facilities on the premises of commercial facilities.

In response, METI held meetings to discuss the collection of information on related accidents and utilization thereof and has compiled the results into Guidelines for Safe Use of Play Facilities on the Premises of Commercial Facilities.

2. Outline of the guidelines

  • The guidelines describe the efforts that business owners of commercial facilities are desired to make in respective cases when they:
    • design, install or operate a play facility;
    • make a contract with a tenant owner who provides services of a play facility;
    • make a commission contract with a business, e.g., event or leasing companies, to authorize the business to install and operate a temporary play facility.

Specifically, the guidelines specify the approaches of play facilities to designing and installation, selection of business partners, e.g., tenant owners, inspection and maintenance, accident response, recurrence-prevention measures, and preparation of manuals.
