Agency for Natural Resources and Energy The Cabinet Approved the Cabinet Order for Stipulating the Closing Date of a Written Application for Approval of Wheeling Service Provisions Concerning the Act for Partial Revision of the Electricity Business Act (Third Stage)

Concerning the Act for Partial Revision of the Electricity Business Act and Other Related Acts (hereinafter referred to as the “Revised Act”), which was established by the ordinary session of the Diet in 2015, on September 27, 2016, the Cabinet approved a cabinet order stipulating that the closing date for written applications for approval of wheeling service provisions and other regulations under which general electricity transmission/distribution businesses adjust electricity volumes and supply electricity to other businesses, should be October 31, 2016.

1. Outline of the Revised Act

As an action in the third stage of the Electricity Systems Reform, the Revised Act provides streamlined provisions and other regulations concerning the legal unbundling of the power transmission/distribution sector. The Revised Act was discussed at the ordinary session of the Diet in 2015, established in June 2015, and has already been promulgated.

2. Summary of the Bill for the cabinet order, which was approved by the Cabinet

The cabinet order stipulates that the closing date for written applications for approval of wheeling service provisions and other regulations, under which general electricity transmission/distribution businesses adjust electricity volumes and supply electricity to other businesses, i.e., a system which can address imbalances both among Negawatt retailers and on the electricity producers’ side, should be October 31, 2016. In addition, it also stipulates that the special arrangement, under which electric meters which were installed in power plants by the former general electricity utilities are excluded from the coverage of the Measurement Act, should be effective until March 31, 2025.
