METI State Minister Takagi Visited Algeria

From September 25 to 28, 2016, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry, visited Algiers, the capital city of the People’s Democratic Republic of Algeria, to attend the 15th International Energy Forum (IEF) Ministerial. Taking this opportunity, he held meetings with energy ministers from member countries and international organizations in attendance.

1. The 15th IEF Ministerial

State Minister Takagi attended the 15th IEF Ministerial which was held from September 26 to 28 in Algiers. The IEF provides members with an opportunity for dialogues between energy producing and consuming countries, bringing together representatives from about 70 major oil and gas producers and consumers. The 15th Ministerial was held bringing together delegates including Ministers and senior people from member countries, international energy-related organizations, and business. At the meeting, focusing on the theme of “global energy transition: an enhanced role for energy dialogue,” delegates discussed the outlook and challenges on energy markets. Japan delivered measures for developing LNG markets, and the necessity of developing liquid and flexible LNG markets was recognized

1) Oil markets: outlook and the stability challenge

Delegates discussed the potential impacts of recent oil price on producing and consuming countries, including business, and the demand outlook. In particular, delegates considered the current situation where upstream investment has been dwindling over the past two years, and recognized the potential risks of a rise in crude oil price in the future.

2) Natural gas: challenges for the industry, the LNG chain and implications for market structure

Based on the recognition that gas is becoming a more important energy source among other fossil fuels, producers and consumers discussed the short- and long-term outlook and challenges in natural gas. Particularly, Japan, the world’s largest consumer of LNG, stressed that: [i] the LNG market is becoming more global, while natural gas markets are divided into three by region; and [ii] producers and consumers should cooperate in discussing measures to develop the LNG market from the mid- to long-term viewpoint. As concrete approaches to achieve the goals, Japan also highlighted that it is critical to create more flexible and liquid LNG markets, to enhance emergency responses concerning natural gas, and to exchanges views between producers and consumers. To this end, Japan hosts the LNG Producer-Consumer Conference in Tokyo every year.

3) Renewables and energy efficiency: prospects and challenges after COP21

In response to the outcomes of the COP 21 held in December 2015, delegates discussed policies involving renewable energy and energy efficiency and innovative technologies. As investment in renewable energy has been sharply expanding, delegates shared the recognition on the importance of dialogues for sharing the experience of member countries in this field, in order to further facilitate the efforts involving renewable energy.

2. Bilateral Meetings with energy ministers and international organizations

Taking the opportunity of the meeting, State Minister Takagi exchanged views with energy ministers and senior officials of international organizations.

  1. State Minister Takagi paid a courtesy call on H.E. Abdelmalek Sellal, Prime Minister of Algeria, the host country of the meeting. Also, at the meeting with H.E. Noureddine Boutarfa, Minister of Energy, Algeria, both sides discussed the enhancement of the economic relationship between Japan and Algeria.

  1. State Minister Takagi held meetings with energy ministers from IEF member countries. At the meeting with H.E. Khalid Al-Falih, Minister of Energy, Industry, and Mineral Resources, and HRH Prince Abdulaziz Bin Salman Al-Saud, Vice Minister of Energy, Industry, and Mineral Resources, Saudi Arabia, both sides discussed oil markets and bilateral energy cooperation. At the meeting with H.E. Suhail Mohamed Al Mazrouei, Minister of Energy, United Arab Emirates, both sides discussed a broad range of issues concerning cooperation in the field of energy. At the meeting with H.E. Anas Khaled Al-Saleh, Deputy Prime Minister, Minister of Finance and Acting Minister of Oil, Kuwait, both sides discussed cooperation in the fields of energy and infrastructures. At the meeting with H.E. Jabbar Ali Hussein Al-Luiebi, Minister of Oil, Iraq, both sides discussed challenges they are facing in the fields of oil and infrastructures.

  1. At the meeting with H.E. Dr. Sun Xiansheng, Secretary General of IEF, both sides discussed the works undertaken by IEF, including improving the Joint Oil Data Initiative (JODI).
