METI Vice-Minister Sugawara Visits the People’s Republic of China

On March 28 (Tue.), 2017, Mr. Ikuro Sugawara, Vice-Minister of Economy, Trade and Industry, visited the National Development and Reform Commission (NDRC), People’s Republic of China, and held a senior-official-level dialogue with Mr. Ning Jizhe, Vice Director, NDRC. Inaugurated in 1980, this dialogue was the 31st, being the first time in five years since 2012.

At this dialogue, both sides exchanged views concerning perspectives on the current economic situation and macro-economic policies in Japan and China, as well as on the current global economic environment. Following this, they agreed on a shared concern regarding the increased momentum towards protectionism. Moreover, both sides also agreed to hold the 32nd dialogue in 2018 and the 11th Japan-China Energy Conservation and Environment Forum in 2017, both of which are to be held in Japan.

1. Exchanging views concerning the economic situation and economic policies in Japan and China

Both sides exchanged views concerning the current economic situation and policies in Japan (growth strategy.) and in China (supply-side structural reform, the Belt and Road Initiative.) and confirmed a shared concern regarding the current trend toward protectionist measures around the world.

2. Exchanging views concerning solutions to challenges in respective fields and related cooperative efforts

Both sides mentioned the importance of solving the issue of world-wide excess capacity, including in the field of steel, and to this end, they agreed on future directions for Japan-China cooperation (e.g., efforts for sharing respective experience in a variety of fields).

Moreover, both sides also exchanged views concerning policies in Japan and China in the fields of medical care, nursing care, health care, sports and other service industries. They ultimately agreed that Japan and China will advance cooperation in fields of mutual interest.

3. Other issues

Both sides agreed on the further advancement of dialogues and exchanges between METI and NDRC, including the 32nd senior-official-level dialogue in 2018 and the 11th Japan-China Energy Conservation and Environment Forum in 2017, both of which are to be held in Japan.
