Notifications of General Provisions for Contract Gas Manufacturing Service Filed by Gas Manufacturers Accepted

The Ministry of Economy, Trade and Industry (METI) accepted Notifications of General Provisions for Contract Gas Manufacturing Service filed by gas manufacturers, pursuant to the provisions of Article 89 (1) of the Gas Business Act (Act No. 51 of 1954).

Outline of the notifications

On April 1, 2017, METI received 17 notifications of General Provisions for Contract Gas Manufacturing Service submitted by gas utilities (gas manufacturers) to the Minister of Economy, Trade and Industry, pursuant to the provisions of Article 89 (1) of the Gas Business Act. These manufacturers are operators of major LNG bases in Japan.

Beginning with the full liberalization of new entry into the gas retail market in April 2017, the Gas Business Act prohibits businesses that operate LNG bases from, without justifiable grounds, rejecting third parties that intend to utilize such bases. The submitted general provisions stipulate conditions under which the third parties must utilize LNG bases, e.g., calculation index for setting user fees of such bases.

The general provisions are displayed at the offices or places of business and on the websites of these gas manufacturers.
