METI State Minister Matsumura Visits China

From May 13 (Sat.) to 16 (Tue.), 2017, Mr. Yoshifumi Matsumura, State Minister of Economy, Trade and Industry, visited Beijing, the People’s Republic of China, to attend the Belt and Road High-Level Forum for International Cooperation.

1. Belt and Road High-Level Forum for International Cooperation

  1. On May 14 (Sun.) and 15 (Mon.), 2017, the government of China held the Belt and Road High-Level Forum for International Cooperation in Beijing. State Minister Matsumura attended the forum. In addition, as representatives of Japan, Mr. Toshihiro Nikai, Secretary-General, Liberal Democratic Party of Japan (LDP), Mr. Sadayuki Sakakibara, Chairman, Keidanren, Mr. Motoo Hayashi, acting Secretary-General, LDP, and other officials attended. The forum also brought together the leaders of 29 countries from all over the world and as many as 1,500 people representing governments, international organizations, companies and other entities.
  2. At the opening ceremony held in the morning of May 14, H.E. Mr Xi Jinping, President, China, delivered a keynote speech and made a presentation entitled “The Silk Road spirit“ covering a range of themes including peaceful cooperation, openness and inclusiveness, mutual learning and mutual reference and mutual benefit. At the closing ceremony, H.E. Mr. Vladimir Putin, President of the Russian Federation, H.E. Mr. Recep Tayyip Erdogan, President of the Republic of Turkey, and H.E. Mr. Antonio Guterres, Secretary-General of the United Nations, also delivered speeches. Following this, at the high-level plenary session, leaders of participating countries and heads of international organizations stated their opinions concerning the Belt and Road Initiative.
  3. In the afternoon of May 14, six thematic sessions were held in parallel: [i] policy communication, [ii] connectivity of infrastructure, [iii] trade facilitation [iv] financial cooperation mechanisms, [v] people-to-people exchange, and [vi] think-tank communication. State Minister Matsumura attended the session on [ii] connectivity of infrastructures, and emphasized the importance of developing and utilizing quality infrastructures evaluated from a variety of perspectives, including safety, robustness and economic efficiency from the viewpoint of life cycle costs, as a dynamo which drives the establishment of a sound foundation for international relations and the sustainable growth of the global economy.

2. Meeting with leaders, dignitaries and other officials from participating countries

Taking the opportunity of the visit to Beijing, State Minister Matsumura, Secretary-general Nikai, Chairman Sakakibara, and other officials held meetings with dignitaries of participating countries as follows.

  1. On May 13 (Sat.), Japan held a meeting with H.E. Mr. Jargaltulga Erdenebat, Prime Minister of Mongolia. Japan requested that Mongolia provide support for Japan’s bid to hold the 2025 International Exposition in Osaka, and both sides exchanged views concerning Japan-Mongolia economic cooperation, a meeting of the Japan-Mongolia Joint Consultation with the Government and Private Sector  scheduled in the summer of 2017, and other issues.
  2. On the same date, Japan held a meeting with members of the Japanese Chamber of Commerce and Industry in China, an association organized by Japanese companies developing business in China, and exchanged views on the Belt and Road Initiative and the Japan-China relationship.
  3. On May 14 (Sun.), Japan held a meeting with H.E. Mr. Tran Dai Quang, President of Viet Nam, and exchanged views concerning the harmonious Japan-Viet Nam relationship.
  4. On May 15 (Mon.), Japan held a meeting with H.E. Dr. Zhong Shan, Minister of Commerce of China, and both sides exchanged views concerning collaborative efforts between METI and the Ministry of Commerce, China, e.g., holding the Japan-China Energy Conservation and Environment Forum. State Minister Matsumura announced the cooperation in the 11th Japan-China Energy Conservation and Environment Forum in 2017, and requested that China provide support in Japan’s bid to hold the 2025 International Exposition in Osaka.
  5. On May 16 (Tue.), Japan held a meeting with President Xi and delivered a personal letter from Prime Minister Abe directly to the president. In addition, they exchanged views concerning the encouragement of thorough improvement of the Japan-China relationship, high-level officials’ mutual visits between Japan and China, and other issues, taking the opportunity of celebrating the 45th anniversary of the normalization of diplomatic relations between Japan and China and the 40th anniversary of the conclusion of the Treaty of Peace and Friendship between Japan and China.
