The 18th Vice-Minister-Level Regular Consultation Held between METI and MOFCOM

On June 27 (Tue.), 2017, Mr. Hirofumi Katase, Vice-Minister for International Affairs of the Ministry of Economy, Trade and Industry (METI), and Ms. Gao Yan, Vice Minister of the Ministry of Commerce (MOFCOM), China, held a regular consultation at the vice-minister level at METI. The consultation was first held in 1990, and this was the 18th consultation.

The sides exchanged views concerning: Japan-China cooperation in the fields of services, energy efficiency and the environment, challenges in trade investment and solutions to the challenges, cooperation under the multilateral framework, and other issues. Following this, they agreed that both ministries will further deepen dialogues and exchanges.

They also agreed that Japan and China will hold the 19th consultation in China in the next year.

1. Japan-China cooperation for solving challenges in trade investment

Japan and China concluded a memorandum for the service industry. Based on this, they agreed on the establishment of a new forum called the “Japan-China Service Forum,” aiming to promote cooperation in the business field. Concerning the 11th Japan-China Energy Conservation and Environment Forum to be held this year, both sides agreed to hold discussions on new initiatives, including efforts for explaining and disseminating successful case examples of Japan-China cooperation across China. In addition, both sides also agreed on a policy that Japan and China will proactively advance efforts for cooperation in the field of intellectual property rights and exchange in the field of automobile distribution.

China presented an issue concerning Japan’s method for calculating dumping margins for anti-dumping investigations of products originating in China, and both sides exchanged views on this issue. They also exchanged views concerning infrastructure policies from the standpoints of METI and MOFCOM.

Japan presented an issue on China’s efforts for relaxing regulations imposed on foreign investment and solving the issue of excess capacity in the fields of iron and steel and aluminum, and both sides exchanged views on these issues. Concerning the field of iron and steel, both sides agreed that bilateral dialogues will serve for meaningful discussion from the viewpoint of solving the issue of excess capacity.

In addition, they exchanged views concerning trade investment, and deepened mutual understanding.

2. Japan-China cooperation at the global and regional level

Japan and China explained respective policies concerning efforts for Japan-China-ROK cooperation, FTA negotiations, RCEP negotiations, WTO agreements and other issues, and exchanged views on these issues.

3. Other issues

Both sides agreed on the further advancement of dialogues and exchanges between METI and MOFCOM, including the 19th regular consultation at the vice-minister level held in China in the next year and the 11th Japan-China Energy Conservation and Environment Forum held in Japan around the end of 2017.
