New Establishment and Revision of the Japanese Industrial Standards (JIS) (October 2017) Establishment and revision of the JIS, including physical assistant robots for lumbar support, hypochlorous acid water producing apparatus, and safety specifications involving self-ballasted LED-lamps for general lighting services

The Japanese Industrial Standards (JIS) is a collection of national standards stipulating the criteria for products to be sold in Japan, including their types/scales, quality/performance, and safety. The Ministry of Economy, Trade and Industry (METI) continues to revise and newly establish such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards which are especially important for the economy and for the public once a month in a press release.

1. Outline of the new establishment and revision of standards

In October 2017, METI newly established 26 standards and revised 21 standards (see Appendix 1). In particular, METI believes that the following establishments and revision to the standards are especially important.

(ⅰ)Establishment of a new JIS for physical assistant robots for lumbar support
As Japan is facing an aging society, utilization of robots in the field of lifestyle support services has been strongly expected. To meet the increased demand for such robots, METI has newly established JIS B8456-1, a new domestic standard for physical assistant robots for lumbar support to reduce heavy work burdens on caregivers, which is in application on “Standards Development Program to Create New Market” (see Appendix 2).

(ⅱ)Establishment of a new JIS for hypochlorous acid water producing apparatus
Devices for manufacturing hypochlorous acid water electrolyze an aqueous solution containing chloride ions to manufacture hypochlorous acid water containing hypochlorous acid in low concentrations (hypochlorous acid water producing apparatus). METI has newly established JIS B8701 for the apparatus in application on “Standards Development Program to Create New Market”. This establishment is expected to contribute to developing an environment in which users are able to use the apparatus, in a safer manner, for manufacturing hypochlorous acid water, effective for sterilizing food, hygiene control in the kitchens, and other hygiene means and also to contribute to expanding related markets (see Appendix 3).

(ⅲ) Revision of the JIS for the safety specifications involving self-ballasted LED-lamps for general lighting services
Aiming to further improve the safety of self-ballasted LED-lamps for general lighting services use in line with the recent trends in international standardization efforts, METI has revised the existing JIS (JIS C 8156) to add new requirements and other rules for safety and awareness raising of such lamps involving the strength of fitting of the body of a lamp into a socket and the use conditions of such lamps (approaches to handling lamp dimmers and wet locations) (see Appendix 3).

2. Outline of the JIS

Stipulated under the Industrial Standardization Act, the JIS are a collection of national standards certified by the government of Japan, aiming at the improvement of mineral or industrial products in terms of quality, performance and safety, as well as at increasing and enhancing production efficiency and other areas.

The JIS stipulate a variety of product criteria, including types/scales, quality/performance, safety, testing methods for assessing these criteria, and other standard criteria that products should meet. These standards are utilized to ensure product reliability in quality for manufacturers, users and consumers.

METI has been establishing new standards or revising the existing ones for the JIS in response to technological advancements, safety requirements and other societal changes as necessary.

METI conducts such establishment and revision process through the examination of proposals by JISC. METI hereby announces the results of the new establishments and revisions of the JIS in October 2017.
