New Establishment and Revision of the Japanese Industrial Standards (JIS) (January 2018) Establishment and revision of the JIS, including automated concentration monitoring instrument of dust in flue gas

The Japanese Industrial Standards (JIS) is a collection of national standards stipulating the criteria for products to be sold in Japan, including their types/scales, quality/performance and safety. The Ministry of Economy, Trade and Industry (METI) has been revising and newly establishing such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards which are especially important for the economy and for the public once a month in a press release.

1. Outline of the new establishment and revision of standards

In January 2018, METI newly established 20 standards and revised 25 standards (see Appendix 1). In particular, METI believes that the following establishment of new standards is especially important.

Establishment of the JIS for automated concentration monitoring instrument of dust in flue gas

Automated concentration monitoring instruments of dust in flue gas are broadly used for continuous monitoring of dust concentration in flue gas to help with environmental conservation measures related to air quality and the monitoring of their effectiveness. Concerning the instrument, METI established JIS B7996 (performance evaluation test method of automated concentration monitoring instrument of dust in flue gas), based on the applications filed under “Standards development Program to Create new Market”.

This establishment of the new standards for performance evaluation test methods for the instruments, (there are three types of automatic measuring instrument: light scattering, light transmission and frictional-electrostatic detection), is expected to encourage related industries to effectively utilize such instruments to conserve or improve the environment (Appendix 2).

2. Outline of the JIS

As stipulated under the Industrial Standardization Act, the JIS are a collection of national standards certified by the government of Japan, aiming at the improvement of mineral or industrial products in terms of quality, performance and safety, as well as at increasing and enhancing production efficiency and other areas for those products.

The JIS stipulates a variety of product criteria, including types/scales, quality/performance, safety, testing methods for assessing these criteria, and other standard criteria that products should meet. These standards are utilized to ensure product reliability in quality for manufacturers, users and consumers.

METI has been establishing new standards or revising the existing ones for the JIS in response to technological advancements, safety requirements and other societal changes as necessary.

METI has been conducting such establishment and revision through the examination of proposals by the Japanese Industrial Standards Committee (JISC). METI hereby announces the results of the new establishments and revisions of the JIS in January 2018.
