METI Minister Seko Holds Meetings with Mr. Zhong Shan, Minister of Commerce, and Mr. Zhang Yong, Vice Chairman of the National Development and Reform Commission, the People’s Republic of China

On April 15 (Sun.), 2018, Mr. Hiroshige Seko, Minister of Economy, Trade and Industry, held meetings at the Ministry of Economy, Trade and Industry (METI) with H.E. Mr. Zhong Shan, Minister of Commerce, and H.E. Mr. Zhang Yong, Vice Chairman of the National Development and Reform Commission (ministerial-level official), the People’s Republic of China, taking advantage of their visit to attend the Fourth Japan-China High-Level Economic Dialogue in Japan.

1. Meeting with Minister Zhong

  • Both sides focused on Japan-China business cooperation in third countries, an issue that both countries agreed on at the Japan-China summit meeting in November 2017, and confirmed that both countries will keep communicating and discuss specific approaches to the cooperation efforts and to related projects.
  • Minister Seko proposed the establishment of a framework of Japan-China cooperation in the service industry called the “Japan-China Services Cooperation Mechanism,” and to hold, as a first step of cooperation under this framework, a symposium in China focusing on Elderly Care and Support as early as the end of 2018, and the two sides confirmed future directions of the cooperation.
  • Both sides confirmed the importance of maintaining and enhancing rule-based multilateral trading systems. Minister Seko encouraged China to cooperate in the Exploratory Work on Electronic Commerce.
  • Minister Seko mentioned the sustainable development of the global economy and stated the need for securing fair conditions for global competition surrounding related issues, including excess production capacity, ideal approaches to subsidies, opening markets to foreign capital companies, protection of intellectual property, cybersecurity and export control, as well as the need for development of fair, free and open business environments. Following this, both sides exchanged views on these issues.
  • In addition, they exchanged views concerning other issues, including Japan-China-ROK cooperation, RCEP, the China International Import Expo and cooperation between the Japan External Trade Organization (JETRO) and the China Council for the Promotion of International Trade (CCPIT).

2. Meeting with Vice Chairman Zhang Yong (ministerial-level official)

  • Both sides focused on Japan-China business cooperation in third countries, an issue that both countries agreed on at the Japan-China summit meeting in November 2017, and confirmed that both countries will keep communicating and discuss specific approaches to the cooperation efforts and to related projects.
  • Along with this, they mentioned the establishment of a new working session on the development of third-country markets at the 11th Japan-China Energy Conservation and Environment Forum held in December 2017, as well as a number of companies in Japan and China participating in the session. In light of this, they also agreed to cooperate in the coming forum scheduled to be held in Beijing in 2018.
