Municipalities Selected to be Covered by the “Support Program for Regional Foreign Direct Investment in Japan”
A program that supports Japan's regions in attracting foreign-based companies

The Ministry of Economy, Trade and Industry (METI) and the Japan External Trade Organization (JETRO) jointly selected 24 municipalities (for the first round) to be covered by the Support Program for Regional Foreign Direct Investment in Japan (hereinafter referred to as the “Support Program”), where municipalities that make efforts to attract foreign-based companies to their regions are supported by the entire government.
In order for the municipalities to effectively attract foreign-based companies, it is important to ascertain the strengths of each region, such as the distinctive industrial clusters, and to link them to the sales channels, technology, human resources, and know-how of foreign companies.
Together with the selected municipalities, METI and JETRO assess the strengths of different regions in order to formulate strategies for attracting foreign-based companies by demonstrating latent strengths, and to support the utilization of relevant measures and specific promotional activities to promote direct investment in Japanese regions.
1. Outline of the Program to Support Direct Investment in Japanese Regions
In order for the municipalities to effectively attract foreign-based companies, it is important to ascertain the strengths of each region, such as the distinctive industrial clusters, agricultural, forestry, and fishery products, and tourist resources, and to link them to the sales channels, technology, human resources, and know-how of foreign companies.
The Council for Promotion of Foreign Direct Investment in Japan held in May 2018 decided to launch the Support Program for Regional Foreign Direct Investment in Japan (secretariat: METI, JETRO), where the entire government supports each municipality in creating a strategy for attracting foreign-based companies highlighting the advantages of such regions, and the effective utilization of relevant measures based on the strategy and specific promotional activities.
We are pleased to announce that many municipalities hoping for support based on the Support Program applied, and 24 municipalities were selected from among them to be covered by the Program.

3. Future Actions
Together with the municipalities covered by the Support Program, METI and JETRO as the secretariat will work to attract foreign-based companies to each region by (i) promoting the formulation of a strategy for attracting foreign-based companies utilizing the strength and characteristics of each region, and (ii) developing strategic promotional activities including the identification of candidate companies mainly in promising areas and marketing to these companies, and matching between the candidate foreign companies and companies, universities and relevant institutes in the region, while effectively utilizing the relevant governmental measures.
If other municipalities that make efforts to attract foreign-based companies apply for support in the future, they may be added to the Program.
