New Establishment and Revision of the Japanese Industrial Standards (JIS) (October 2018)
Establishment and revision of the JIS, including calculation of energy-saving effects (thermal performance) of curtain walling and glass fiber reinforced polyethylene pipe systems

The Japanese Industrial Standards (JIS) is a collection of national standards stipulating the criteria for products to be sold in Japan, including their types/scales, quality/performance and safety. The Ministry of Economy, Trade and Industry (METI) has been revising and newly establishing such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards which are especially important for the economy and for the public once a month in a press release.
1. Outline of the new establishment and revision of standards
In October 2018, METI newly established 6 standards and revised 14 standards (see Appendix 1). In particular, METI believes that the following establishment of new standards is especially important.
(1) Establishment of the JIS for calculation of energy-saving effects (thermal performance) of curtain walling
Curtain walling is a nonbearing wall which consists of glass or panels, which often applied to office buildings. The energy-saving effects of curtain walling have been assessed based on the thermal performance of the glass and other planar members. However, as the standards for energy saving performance are becoming stricter, the necessity for developing methods for assessing all members involving curtain walling, including frames as members having great impact on thermal performance, has been increasing.
In response to this situation, METI established JIS A 2105, new JIS standards for curtain walling members, including frames. These standards will help related industries to assess such members with less burden, lower cost and more accuracy.
This establishment will assist industries in ascertaining the impact of quantitative thermal performance in designing energy saving effects of buildings and will contribute to further promoting energy saving of external walls of buildings.
(2) Establishment of the JIS for glass fiber reinforced polyethylene pipe systems
Pipe systems which consist of pipes produced by adding glass fibers into high-density polyethylene resins are called glass fiber reinforced polyethylene pipe systems, and such systems are often applied to agricultural water pipes, penstocks for hydroelectric equipment and other water facilities which are suitable for the use of such as peatlands.
The demand for such pipe systems has been growing inside and outside Japan year after year. However, as no standards for performance assessment or safety are stipulated in this field, related industries have been facing difficulties in commercializing their products to Southeast Asian and other countries.
This establishment of the standards allows manufactures of such system to objectively show the outstanding performance of Japanese products to the rest of the world and this is expected to encourage these Japanese industries to win overseas markets.
2. Outline of the JIS
Stipulated under the Industrial Standardization Act, the JIS are a collection of national standards certified by the government of Japan, aiming at the improvement of mineral or industrial products in terms of quality, performance and safety, and at increasing and enhancing production efficiency and other areas.
The JIS stipulates a variety of product criteria, including types/scales, quality/performance, safety, testing methods for assessing these criteria, and other standard criteria that products should meet. These standards are utilized to ensure reliability in quality for manufacturers, users and consumers.
METI has been establishing new standards or revising existing ones for the JIS in response to technological advancements, safety requirements and other societal changes as necessary.

4. Partial amendment of the Industrial Standardization Act
The Act of Partial Revision of the Unfair Competition Prevention Act, etc. (Act No. 33 of 2018) was approved at the 196th ordinary session of the Diet in 2018 and established. In line with this, the Industrial Standardization Act was partially revised to newly categorize data and services as targets of standardization under the Japanese Industrial Standards (JIS). Accordingly, the title of the Industrial Standardization Act will be changed from “Kogyo Hyojyunka Ho” to “Sangyo Hyojyunka Ho” in Japanese while the title of the Japanese Industrial Standards (JIS) will be changed from “Nihon Kogyo Kikaku (JIS)” to “Nihon Sangyo Kikaku (JIS)” in Japanese.
