On October 23, 2018, in cooperation with the National Development and Reform Commission (NDRC), China, the Ministry of Economy, Trade and Industry (METI) held a Japan-China Forum on Cooperation in Nursing Services in Beijing, aiming to promote new cooperation between Japan and China as part of bilateral efforts for addressing the aging society and to encourage exchange between the business communities in Japan and China.
1. Background and purpose
The government of Japan stipulated the Basic Principles of the Asia Health and Wellbeing Initiative, a policy approved by the Headquarters for Healthcare Policy on July 29, 2016, and revised on July 25, 2018, and since then, under the initiative, Japan has been proactively promoting efforts to achieve a society of health and longevity with social and economic vitalization in which people across Asia are able to address changes that develop from the aging society and spend health lives.
At the Japan-China summit meetings held in Da Nang in November 2017 and in Tokyo in May 2018, the leaders agreed that Japan and China should promote new cooperation in efforts for addressing the aging society and encourage exchange between the business communities in Japan and China. Moreover, METI Minister Seko and NDRC Chairman He concluded the Memorandum on the Development of Cooperation in the Services Industry, and under the memorandum, they agreed to hold a symposium involving the field of an aging society as a kickoff event for the cooperation.
Under the memorandum, on October 23, 2018, METI and NDRC held a Japan-China Forum on Cooperation in Nursing Services. The forum held a symposium on the aging society and a JETRO event titled “Japan-China Elderly Care Industries Networking Event and Exhibition of Welfare Equipment” and brought together about 450 people from Japan and China, including governmental stakeholders, experts, nursing-care service providers and manufacturers of welfare equipment.
At the symposium, Japan and China exchanged 11 MOUs on cooperation in the fields of nursing services and welfare equipment. Moreover, at the Japan-China Elderly Care Industries Networking Event, a business matching event was held bringing together 37 Japanese companies.
The forum was held on the date marking the 40th anniversary of the enforcement of the Treaty of Peace and Friendship between Japan and China, signed on October 23, 1978. Considering this forum as a starting point, Japan and China are expected to further enhance cooperation in the field of nursing care.
