From November 10 (Sat.) to 13 (Tue.), 2018, Mr. Yoshihiro Seki, State Minister of Economy, Trade and Industry, visited the United Arab Emirates (UAE).
He attended the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC) and the 6th Abu Dhabi-Japan Economic Council (ADJEC), in addition to holding bilateral meetings with H.E. Mr. Suhail Mohamed Al Mazrouei, Minister of Energy, H.E. Dr. Sultan Ahmed Al Jaber, Minister of State and CEO of the Abu Dhabi National Oil Company (ADNOC), H.E. Dr. Maitha bint Salem Al Shamsi, Minister of State, and other dignitaries. At these meetings, he agreed with each dignitary on the further promotion of Japan-UAE cooperation in the field of energy as well as enhancement of cooperation in a wide range of fields valuable to both countries under the Comprehensive Strategic Partnership Initiative (CSPI), an agreement reached between Japan and the UAE during Prime Minister Abe’s visit to the UAE in April, 2018.
1. Attending the ADIPEC
State Minister Seki attended the ADIPEC, one of the world’s largest exhibitions and conferences in the oil and natural gas industries. Taking this opportunity, he exchanged views with H.E. Dr. Siri Jirapongphan, Minister of Energy, Thailand, governmental dignitaries of Abu Dhabi, the UAE, top executives of international oil companies and others, and agreed with each of them to further advance cooperation including in the field of energy.
In addition, he visited the Japan Pavilion and display booths produced by Japanese companies and exchanged views with stakeholders from the companies concerning the potential of business and cooperation in Abu Dhabi.

2. Attending the 6th ADJEC
State Minister Seki attended the 6th ADJEC, which is an opportunity for leading governmental organizations and companies in Japan and Abu Dhabi to hold discussions on strengthening economic ties. State Minister Seki welcomed the progress in specific projects of Japanese companies (e.g., development of business in Abu Dhabi), and agreed to further develop the ongoing joint projects between Japan and the UAE under the CSPI.
In addition, State Minister Seki held a bilateral meeting with H.E. Saif Mohamed Al Hajeri, Chairman of the Abu Dhabi Department of Economic Development (DED) and ADJEC co-chair representing the UAE side, and both sides agreed to further expand cooperation between Japan and Abu Dhabi to cover the entire UAE based on cooperation under ADJEC.

3. Meetings with governmental dignitaries of Abu Dhabi, the UAE
(1) Meeting with Minister Jaber, also as CEO of ADNOC
From the viewpoint of further developing cooperation in the field of energy, State Minister Seki encouraged Minister Jaber to support participation of Japanese companies in new oil and gas blocks that ADNOC released in April 2018. Following this, the two sides affirmed that Japan and Abu Dhabi will integrally promote cooperation in the fields of gas and oil ranging from the upper to middle and lower streams. Moreover, they agreed on further advancement of Japan-Abu Dhabi cooperation in the field of energy as well as on advancement of bilateral cooperation in a variety of industries, including SMEs as efforts under the Japan-UAE CSPI.

(2) Meeting with Minister Mazrouei
From the viewpoint of stable supply of energy resources to Japan, State Minister Seki stressed the great importance of good relationship between Japan and the UAE and encouraged Minister Mazrouei to support further enhancement of the current relationship, including supporting participation of Japanese companies in new oil and gas blocks in Abu Dhabi. Following this, the two sides exchanged views on the trends in crude oil markets, shared the recognition of the need for stability in such markets and exchanged opinions on the potential of Japan-Abu Dhabi cooperation in the fields of nuclear energy and other technologies.

(3) Meeting with Minister Maitha
State Minister Seki welcomed the advancement of the women exchange program in broad areas, including the oil sector, and stated that Japan will continue the commitment. In response, Minister Maitha appreciated the past efforts between Japan and Abu Dhabi and showed expectations for further acceleration of such efforts.
4. Visiting Al Gharbia Pipe Company LLC, a plant operated by JEF Steel Corporation
Taking the opportunity of his visit to the UAE, State Minister Seki visited Al Gharbia Pipe Company LLC, a plant that manufactures large-diameter welded steel pipes, operated by JFE Steel Corporationin Abu Dhabi, and exchanged views with stakeholders on doing business in the country.
