On December 7 (Fri.), 2018, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Economic Development of the Russian Federation held the 6th Japan-Russia Meeting Concerning Small and Medium Enterprise (SME) Cooperation in Khabarovsk, Russia. At this time, in addition to a Japan-Russia inter-governmental dialogue, a networking event was held among SMEs and other entities from both countries. Japan expects that these efforts between Japan and Russia will contribute to further development of business between the two countries.
1. Inter-governmental dialogue
Under the co-chairmanship of Mr. Yasuhiro Maeda, Deputy Commissioner, Small and Medium Enterprise Agency (SMEA), and Ms. Milena Arslanova, Director of Investment Policy Department, Ministry of Economic Development, Russia, participants explained measures for supporting SMEs undertaken by their respective governments, for e.g., those supporting IT and supporting overseas business development, and exchanged views concerning related issues. In addition, representatives from Hokkaido, Niigata Prefecture, the Japan External Trade Organization (JETRO), the Economic Research Institute for Northeast Asia and other entities on the Japanese side, as well as the local government of Khabarovsk, the Russian Export Center, the Federal Corporation for the Development of Small and Medium Business and other entities on the Russian side, explained respective efforts for supporting SMEs and exchanged views concerning related issues.
2. Networking event between SMEs and other entities from both sides
Supported by JETRO, a networking event was held, bringing together SMEs and other entities from Japan and Russia (14 companies from Japan and 16 from Russia). At the event, participating SMEs and other entities in Japan and Russia explained their own efforts and exchanged views. Following this, a business matching event was held between participating companies.
3. Visiting Russian companies
Representatives from Japan visited the Advangard Industrial Park in the Khabarovsk region and toured JGC Evergreen, a greenhouse cultivation facility whose development was led by a Japanese company. They also visited SMEs in the region.

Under the Memorandum of Cooperation on Small and Medium Enterprises signed between METI and the Ministry of Economic Development of Russia in December 2013, five “Japan-Russia Meetings Concerning SME Cooperation” have been held in order to share information on SME support measures and facilitate cooperation in vitalizing SMEs. The first meeting was held in Tokyo in March 2014, the second one in Ulyanovsk, Russia, in December 2014, the third one in Tokyo in June 2015, the fourth one in Khabarovsk, Russia, in August 2016, and the fifth one in Tokyo in October 2017.
